The Government has just issued a Decree regulating the establishment of the National Housing Fund and measures to implement Resolution No. 201 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
The National Housing Fund will have 5 basic functions and objectives. Of which, the Central Housing Fund is established by the Government and is under the management of the Ministry of Construction . The Local Housing Fund is established and managed by the Provincial People's Committee.
The organizational structure includes a Director, a maximum of 2 Deputy Directors, a Chief Accountant and no more than 5 specialized departments. The Director of the Central Fund is appointed by the Minister of Construction, and the Director of the Local Fund is appointed by the Chairman of the Provincial People's Committee.
The National Housing Fund is expected to promote the development of social housing, helping low-income people have access to suitable housing, contributing to the balance of supply and demand, adjusting the structure of real estate goods. From there, it will have an impact on reducing the cost of the commercial housing segment, helping the real estate market develop stably and healthily.
The government aims to build at least 1 million social housing units for low-income earners and industrial park workers by 2030, with 100,000 units completed this year alone. According to the Ministry of Construction, as of the end of October, there were 696 projects underway nationwide, with about 640,000 apartments. The Ministry estimates that about 89,000 social housing units will be completed this year, reaching 89% of the plan.
