Doctor fined for revealing patient information

On June 1, the Inspector of the Ho Chi Minh City Department of Health announced that it had just decided to fine Dr. Cao Huu Thinh (obstetrician and gynecologist; address 141 Tran Binh Trong, Ward 2, District 5) 24.5 million VND for violations in medical examination and treatment activities.

Specifically, Dr. Cao Huu Thinh disclosed the patient's medical condition, information provided by the patient, and medical records, except in cases where the patient agreed or to share information and experience to improve the quality of diagnosis, care, and treatment of the patient among practitioners in the group directly treating the patient, or in other cases prescribed by law.

Advertising special products, goods, and services without having the content confirmed by a competent state agency before advertising according to regulations.

Inspector of the Ho Chi Minh City Department of Health requested to remove, dismantle, and delete advertisements whose advertising content has not been confirmed by a competent state agency before implementation.

Also at the Clinic at 141 Tran Binh Trong, Ward 2, District 5, the Department of Health Inspectorate also decided to fine Dr. Le Som Lan (Som Champa Serey) 9 million VND. Reason: the practitioner did not register to practice medical examination and treatment according to the provisions of law; the operation had a signboard that did not have enough basic information according to the provisions of law; the names of departments and rooms in the medical examination and treatment facility were not in accordance with the medical examination and treatment license records issued by the competent authority.

The Inspectorate of the Ho Chi Minh City Department of Health also decided to fine the branch of Korean Star Cosmetic Surgery Hospital Company Limited - Sao Han (781/C5-C7 Le Hong Phong, Ward 12, District 10) VND90 million and suspend the facility's operations for 18 months for providing medical examination and treatment services without a business license.

Sao Han Cosmetic Hospital was fined 90 million VND by the Ho Chi Minh City Department of Health Inspectorate.

Fine Viva Beauty Dental Company Limited (Specialized Dental Clinic, address 46 Dien Bien Phu, Da Kao Ward, District 1) 12 million VND for operating with a signboard that does not contain enough basic information as prescribed by law; recording the names of departments and rooms in the medical examination and treatment facility inconsistently with the medical examination and treatment license records issued by the competent authority; creating a medical examination and treatment book but not recording it fully as prescribed by law.

Fined branch 4 of Kim Cuong Quality of Life Company Limited - Diamond Obstetrics and Pediatrics Center (9 Tran Quoc Thao, Vo Thi Sau Ward, District 3) 57 million VND; forced to remove, dismantle, delete advertisements whose advertising content has not been confirmed by a competent state agency before implementation. Reason: practitioners do not register to practice medical examination and treatment according to the provisions of law; establish medical examination and treatment books but do not fully record according to the provisions of law; advertise special products, goods, and services without having the content confirmed by a competent state agency before implementing advertising according to regulations.
