National Assembly delegates assessed that the new Chairman of the Hanoi People's Committee, Nguyen Duc Trung, used to be Deputy Minister of Planning and Investment (formerly), has strategic thinking and experience in local governance.

Mr. Nguyen Duc Trung , Deputy Secretary of the 18th Hanoi Party Committee, has just been elected as Chairman of the City People's Committee for the 2021-2026 term, replacing Mr. Tran Sy Thanh (who was elected by the Central Committee to join the Central Inspection Committee and hold the position of Chairman of the Committee).

Mr. Nguyen Duc Trung was born in 1974, from Thanh Hoa, has a master's degree in Political Economy, a bachelor's degree in Economics, and a bachelor's degree in English.

Before taking on the position of head of the Capital government, he had a long time working at the Ministry of Planning and Investment (formerly), including a period as Deputy Minister.

After that, he was appointed as Deputy Secretary of Nghe An Provincial Party Committee, then successively held the positions of Chairman of the Provincial People's Committee and Secretary of Nghe An Provincial Party Committee.

With his expertise in economics, policy planning and practical experience in the locality, many National Assembly deputies expect Mr. Nguyen Duc Trung to bring a new breeze to the capital in the strategic development phase. Hanoi is facing the need for strong transformation to meet the stature of a global city.

National Assembly delegate Hoang Van Cuong (Hanoi delegation) shared that Hanoi is the political, economic and cultural nerve center of the whole country, with the role of spreading influence throughout the country. Therefore, the head of the Hanoi government must have a national vision, long-term strategic thinking, and comprehensive capacity to comprehensively manage all areas.

The person selected for this position needs to be practical and able to solve any problems that arise.

Delegates acknowledged that Mr. Trung, who used to be a Deputy Minister, possesses strategic thinking and modern management experience, and is capable of orienting the development of the Capital in connection with the nation and the region.

At the same time, he has held many management positions in large localities such as Nghe An, accumulating full experience in handling from strategic directions to specific operations and local administration.

"I hope the new Chairman will have all the qualities to lead the Capital, and together with the leadership team, realize the people's aspirations, and develop Hanoi towards the goal of civilization and modernity," delegate Hoang Van Cuong shared.

Mr. Cuong said that the issue of organizing and managing the planning of the capital is a key task in the coming period. Hanoi has a good development orientation, clearly shown in the master plan, but success depends on the organizers and implementers.

“With overall vision and management experience, I believe the new Chairman will effectively implement the ideas in the planning, turning the vision into reality,” Mr. Cuong emphasized.

Courageous enough to move the entire system

Associate Professor, Dr. Bui Hoai Son, full-time member of the National Assembly's Committee for Culture and Society, and a National Assembly delegate from Hanoi, said that the reorganization of the position of Chairman of the City People's Committee at this time has special significance. This is not just a personnel change, but an important milestone in the process of realizing the Resolution of the 17th Hanoi Party Congress, preparing for a new development cycle associated with the spirit of the 14th Party Congress.

According to Mr. Son, Hanoi is in a period of strong transformation, perfecting the two-level local government model, implementing a green growth strategy, digital transformation, developing cultural industries and activating endogenous strength. All of these require the head of the city government to have strategic vision, leadership ability and a spirit of real innovation.

He expects the new Chairman of Hanoi to fully demonstrate the qualities of a new era strategic cadre team with the "5 haves": vision, courage, responsibility, discipline and aspiration.

“What the capital needs now is a leader with enough courage to connect, coordinate and promote the entire system to move in the spirit of innovation; with enough aspiration to make Hanoi the leader of the country in developing culture, knowledge economy, digital economy and cultural industry. These are the areas that will position the capital's competitiveness for decades to come," Mr. Son emphasized.

The delegate also believes that the new Chairman of Hanoi will build a leadership style that is close to the people, respects the people and is for the people, in the spirit that General Secretary To Lam has repeatedly affirmed: "All policies and strategies must start from the needs of the people and aim for the happiness of the people."

“Hanoi is the heart of the country, also home to 10 million people with very specific concerns: traffic jams, pollution, school overload, lack of public space, damaged heritage, and inadequate urban behavior. A president in the new era must know how to listen, dialogue, act quickly and decisively, and solve problems not with slogans but with data-based policies, modern governance and a sense of responsibility to the people,” said Mr. Son.

Developing cultural industrial ecosystem in Hanoi

Assessing the advantages of the new Chairman of Hanoi, Associate Professor Dr. Bui Hoai Son said: "Mr. Nguyen Duc Trung has a very special advantage, which is the combination of modern management thinking of a person who used to work in planning and investment and the profound practical experience of a person who used to be Secretary of a large province like Nghe An. This helps the new Chairman of Hanoi to see culture, education and creativity not only as social fields but also as development resources, 'soft engines' that promote the growth of the Capital".

According to delegate Son, investment in culture and education must be considered a strategic investment, similar to investment in transport infrastructure or digital transformation. This is the necessary approach to turn the policy of “culture is the spiritual foundation and driving force for sustainable development” in the Resolution of the City Party Congress into concrete actions.

With a solid foundation in public investment management and policy making, the new Chairman of Hanoi can bring about expected breakthroughs.

Firstly, culture, education and creativity need to be included in the city's investment priorities, considering this as the "soft infrastructure" that determines Hanoi's competitive position in the knowledge-based economy era.

Second, the city needs to deploy modern public-private partnership models in the cultural and creative fields, in line with the new legal framework for the cultural industry, digital economy and night-time economy.

Third, the city needs to form creative spaces, cultural industrial zones, and innovation centers to retain young talent and nurture the creative industrial ecosystem.

“Hanoi has a thousand-year-old culture, a rich heritage, and a large number of intellectuals, artists, and creative people. The problem is to what extent we have turned those values ​​into "soft resources". Culture is not only for preservation but also for creating added value, positioning the urban brand, and directly contributing to the capital's GRDP," delegate Son analyzed.

He proposed a synchronous strategy to develop a cultural industrial ecosystem, from cinema, music, fashion to cultural tourism; exploiting heritage with a modern management model, applying digital technology, exploiting the night economy and event economy; building Hanoi into a creative center of the country; investing in identity - the core value that makes the capital attractive.

“When Hanoi knows how to renew its heritage and create vibrant cultural experiences, it will attract young people, tourists and investors. With a background in economics and policy making, I believe the new Chairman of Hanoi has the ability to turn 'soft resources' into economic resources, making culture a pillar of the capital's development," Associate Professor Dr. Bui Hoai Son affirmed.
