At the meeting, with the majority of delegates in agreement, Mr. Nguyen Duc Trung, Deputy Secretary of the Hanoi Party Committee, was elected to hold the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.

Previously, on the afternoon of November 10, the Politburo decided that Mr. Nguyen Duc Trung would cease to participate in the Executive Committee, the Standing Committee and cease to hold the position of Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term. Mr. Trung was transferred and appointed to participate in the Executive Committee, the Standing Committee of the Hanoi Party Committee, and hold the position of Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term.

On the same afternoon, the Hanoi People's Council dismissed Mr. Tran Sy Thanh from the position of Chairman of the Hanoi People's Committee for the 2021-2026 term. Previously, at the 14th Conference, the 13th Party Central Committee elected Mr. Tran Sy Thanh, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.

Mr. Nguyen Duc Trung was born on March 21, 1974, hometown: Tinh Hai commune, Tinh Gia district, Thanh Hoa province; professional qualification: Master of Economics.

The new Chairman of the Hanoi People's Committee has held positions such as: Head of the Department of Organization and Personnel, Head of the Department of Local and Territorial Economy, Head of the Department of Infrastructure and Urban Areas under the Ministry of Planning and Investment.

From January 2019 to February 2020, he held the position of Deputy Minister of Planning and Investment. From March 2020 to November 2024, he held the position of Secretary of the Party Committee and Chairman of the People's Committee of Nghe An province. In November 2024, Mr. Nguyen Duc Trung was elected to hold the position of Secretary of the Nghe An Provincial Party Committee; in October 2025, he was re-elected as Secretary of the Nghe An Provincial Party Committee.
