The National Assembly discussed the plan for a set of textbooks and regulations on anti-corruption.

In the 5th working week of the 10th session, the National Assembly focused on legislative work. Laws on education and training and laws on anti-corruption were among the key contents.

On the occasion of Vietnamese Teachers' Day, November 20, the National Assembly spent the whole day discussing drafts related to education and training. Specifically, these are the drafts: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended); Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 of the Politburo on breakthroughs in education and training development.

The law amending and supplementing a number of articles of the Law on Education has notable provisions such as: Junior high school education is compulsory, universalizing preschool education for children from 3-5 years old; regulating a unified set of textbooks nationwide; not organizing school councils in public educational institutions...

The draft law has removed the regulation on granting junior high school diplomas, replacing it with the principal confirming the completion of the study program.

Tomorrow, the National Assembly will discuss the Law amending and supplementing a number of articles of the Law on Anti-Corruption . One of the notable points is the proposal to increase the value of assets and income that must be declared and the level of fluctuation of assets and income during the year that must be additionally declared.

Specifically, the draft proposes to increase the value of assets that must be declared from 50 million VND to 150 million VND, and at the same time increase the fluctuation level of assets and income in the year that must be additionally declared from 300 million VND to 1 billion VND. This regulation is to be consistent with the conditions of socio-economic development and price fluctuations compared to 2018.

If assets or income are found to increase by 1 billion VND or more without being declared, the control agency has the right to request that person to provide additional information and explain the origin of the increased assets.

In case the person with the obligation to declare gives an unreasonable explanation about the origin of assets and income in the year increasing by 1 billion VND or more, the asset and income control agency shall conduct verification.

The draft also added the provision that "declaration and explanation of the origin of assets and additional income is one of the criteria to evaluate and classify the level of task completion of cadres, party members, civil servants and public employees".

This week, the National Assembly reviewed and commented on the following drafts: Law on National Reserves (amended); Law on amending and supplementing a number of articles of 10 laws related to security and order; Law on amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization; Law on amending and supplementing a number of articles of the Law on Judicial Records; Law on amending and supplementing a number of articles of the Law on Public Debt Management; Law on amending and supplementing a number of articles of the Law on Insurance Business; Law on Tax Administration (amended); Law on Personal Income Tax (amended).

Delegates also discussed the following projects: Law amending and supplementing a number of articles of the Law on Technology Transfer; Law on High Technology (amended); Law amending and supplementing a number of articles of the Law on Statistics; Law on Bankruptcy (amended); Law on Artificial Intelligence.

In addition, the National Assembly also commented on the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law; Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration; On the investment policy for the Gia Binh International Airport construction investment project.
