This is a move that shows the determination of the Ministry of National Defense in the context of Quang Ninh having to both overcome the consequences of storm No. 10 and respond to a new storm.
Deputy Chief of the General Staff Nguyen Van Nghia highly appreciated Military Region 3 and the Quang Ninh Provincial Military Command for establishing a system of 5 command posts (1 regular post, 4 forward posts) to respond to the storm.
The General requested that the most important task now is to strengthen safety assurance at sea before storm No. 11 makes landfall, and at the same time, thoroughly instruct agencies and units to strictly implement the direction of the Central Government and the Ministry of National Defense.
According to the report, Quang Ninh province has mobilized nearly 4,200 officers and soldiers and 68 vehicles (boats, special vehicles) ready to move. Units in the area have strictly maintained 100% of their personnel on duty, ready to respond and handle situations.
As of noon on October 5, the Quang Ninh Provincial Civil Defense Command said it had notified nearly 4,200 vessels of the storm situation and required all of them to come ashore for shelter. Other key response tasks are being implemented synchronously by the locality, including: Organizing information about the storm to the community, checking evacuation sites, boat anchorage areas, construction works under construction, and coastal tourist areas.
Pay special attention to checking areas with potential risks of flooding and landslides; organize dredging of urban drainage systems, canals, and tree pruning. Coal industry units have prepared equipment and human resources to respond to heavy rains in mines and tunnels, and are ready to support localities when requested.
Regarding the prevention of storm No. 11, currently, the armed forces in Quang Ninh province are synchronously deploying proactive measures to prevent, combat and respond to the storm. Accordingly, the units coordinate with local authorities to review the system of huts and camps of units constructing civil construction works in the area and the number of local ships and boats; resolutely not allowing people to stay on ships, boats, cages, rafts and huts in areas at risk of insecurity (near the foot of hills, areas at risk of landslides and floods).
Lieutenant Colonel Nguyen Ha Tuyen - Head of Quang Duc Border Guard Station, Quang Ninh Provincial Border Guard Command informed: In the face of the complicated developments of storm No. 11, on October 4, Quang Duc Border Guard Station announced and called on ships and boats to take shelter in safe places. At the same time, prepare forces and vehicles to be ready to mobilize when situations arise, determined to ensure the safety of people's lives and property. Up to now, 1,101 vehicles / 3,225 crew members have been called to take shelter.
At Tran Island Border Guard Station (stationed in Co To special zone), 5 groups/6 electric cars/2 boats/60 officers and soldiers were organized to go to Tran village to propagate, call and guide 31 vehicles/67 crew members anchored around the island to proactively move to safe shelters.
Officers and soldiers went directly to each household and each cage to check, remind and support people to tie down their houses and reinforce structures at risk of being affected by strong winds and waves. In addition, the unit mobilized forces to help people tie down and support their houses; move and call on aquaculture cages and people to come ashore and transport belongings and assets to safe shelters.
Co To Border Guard Station fired 12 flares to call 325 boats and fishermen to take shelter. Currently, there are 12 Vietnamese tourists and 6 foreign tourists remaining on the island because there are no more boats licensed to leave the port.
At Tra Co Border Guard Station (Quang Ninh), up to now, the call and evacuation of all 872 vehicles (ships, boats, rafts) and people to safe shelters has been completed. There are officially no more vehicles operating at sea in the management area before storm No. 11.
Lieutenant Colonel Luc Chinh Duc, Head of Tra Co Border Guard Station, Quang Ninh Provincial Border Guard Command, said that the unit organized 16 rounds of propaganda by officers and soldiers, successfully bringing all vehicles (including local boats, boats from other provinces and 387 aquaculture rafts) to safe anchorage.
In addition, the unit has proactively and seriously implemented the storm prevention plan, completed the bracing of barracks and warehouses, relocated materials, and fully prepared facilities, food, medical supplies, and strengthened the communication system; maintained 100% on-duty, closely monitored the storm's developments, and closely coordinated with local authorities to ensure absolute safety for the people.
Up to now, the Provincial Military Command has established 1 permanent command post at the headquarters; established 4 forward command posts (at the area of Defense Command Area 1 - Quang Ha, Defense Command Area 2 - Binh Lieu, Defense Command Area 4 - Ha Long, Defense Command Area 5 - Quang Yen) to be ready to respond to storm No. 11.
