On June 3, hundreds of stalls at Dong Hoi market, the largest wholesale market in Quang Binh province, remained closed. All trading activities have been "frozen" for the past 3 days.

Starting from June 1, up to half of the more than 700 households selling clothing, shoes, and cosmetics at Dong Hoi market have chosen not to open their stores as usual.

According to observations, along the aisles in the central area of ​​the market are stalls selling clothes, cosmetics, and shoes. But many rows of kiosks are deserted, without a single person, even though it is the peak tourist season. In some areas, dozens of stalls are closed. The locks are locked tightly under the doors.

Throughout the downtown area, some vendors were still present, but they did not open their shops to sell, but just stood around talking to each other.

Ms. L., a clothing retailer at this market, said that the goods at her stall are all sourced from many large wholesale markets in the country. And these goods often do not have invoices or documents proving their origin. So for the past 3 days, she and other retailers have not dared to open their stores to sell.

"When there was an announcement that the inspection team would come to inspect and fine if goods were bought and sold without invoices, the traders did not dare to open their shops to sell. The traders knew that they were doing business wrong from the moment they imported the goods, so they needed time to process the previous inventory, because all their money and capital were here. In fact, one seller supports 4-5 people in the family, all their livelihoods are here," said Ms. L.

Other traders also confirmed the above reason. These people said that the goods being sold were imported from familiar sources, typically small-scale trading, low-value goods, taken from many unofficial sources, so there were no invoices.

Mr. Vo Quoc Thinh, head of Dong Hoi Market Management Board, confirmed that many traders have closed their stalls in the past 3 days.

The market management board has also proactively disseminated and instructed traders on legal regulations, and at the same time recommended that competent authorities consider and create conditions suitable to the business practices of small traders at the market.

"The unit also reflects the thoughts and aspirations of small traders to the advisory department of the Department of Industry and Trade of Quang Binh about the roadmap, through propaganda and mobilization so that small traders clearly understand, prepare carefully and have specific instructions in the fight to prevent and repel smuggling, trade fraud and counterfeit goods," said Mr. Thinh.
