In Muong Lan commune, immediately after the plan was launched, forces including the Department of Culture - Society, Commune Police, Public Administration Service Center, Social Insurance, Viettel , VNPT, Youth Union and community digital technology teams in the villages were ready to take action. The activities were directly deployed in the villages: Bon, Pa Nam, Khen, Tham To, Huoi Luong, Lich To. The goal of the campaign is to help people install and effectively use digital platforms such as Dien Bien Smart, VNeID, VssID, online public service utilities, cashless payments, digital signatures, as well as basic skills in e-commerce.

People of Tham To village learn and practice using digital services with the support and guidance of the forces. |
On October 17, the practical training session in Tham To village attracted more than 40 households to participate. People were not only informed about the meaning and benefits of digital transformation but also installed and directly operated the applications. Thanks to the dedicated guidance of professional staff and youth forces, most people knew how to look up administrative information, register online procedures, look up social insurance, or pay for electricity and water via mobile phones, buy and sell goods online safely...

Many forces and units joined the Campaign, bringing digital platforms to the people of Muong Lan highlands. |
Mr. Dao Duy Thach, Vice Chairman of Muong Lan Commune People's Committee, shared: "This is a content that the commune is very interested in and focuses on implementing, as part of a series of activities responding to Digital Transformation Day. The characteristic of Muong Lan is that ethnic minorities make up the majority, and access to technology is still limited. Therefore, through propaganda sessions, direct installation, and guidance for people on practical operations, we believe that we will help people access and effectively use digital platforms, contributing to promoting the development of the digital economy and digital society in the area."
In Chieng Sinh commune, the campaign "Going to every alley, knocking on every door, instructing each person on digital skills, using digital services" is also being vigorously deployed. With the spirit of shock and pioneering, the commune's Youth Union force participated in the campaign in Na Say 1 and Na Say 2 villages, together with commune officials and civil servants to each household to support the installation and instruction on the use of digital applications.
From the implementation, it is shown that digital transformation at the grassroots level, especially in remote and mountainous communes like Chieng Sinh, can only be effective when associated with the motto of "hand-holding and guiding". For many people, especially the elderly, the concept of "online public services" or "digital applications" is quite unfamiliar. But when they are directly guided on how to download, install and practice on their phones, they gradually see the utility and convenience that digital platforms bring.

Chieng Sinh commune union members support local people in using digital services. |
So the young people patiently explained to the women and mothers about the benefits of VNeID in replacing personal identification papers, the convenience of VssID when going to the doctor, or how to use the Dien Bien Smart application to reflect on suggestions... In just one morning, in each village, more than 30 highland people were helped to install and, more importantly, were guided to operate until they were proficient in the services. Many small businesses were also advised by the union members on how to approach e-commerce, sell online and promote local products on digital platforms.
Mr. Lo Van Hong, Secretary of the Chieng Sinh Commune Youth Union, affirmed: “The role of youth in digital transformation is extremely important. We identify this as a key task. This campaign not only helps people access technology, but also contributes to raising awareness and digital skills for the union members themselves. Thereby, strongly promoting the digital transformation process in the commune, starting with the most specific and practical tasks.”

New terms: "VNeID", "VssID", "online public services", "cashless payment" are gradually becoming familiar to people in the Chieng Sinh highlands. |
Thanks to the synchronous participation of the entire political system, the campaign has been creating a strong spread. Each person, when proficient in a new digital skill, becomes a "propaganda nucleus", continuing to guide relatives and neighbors to use it, creating a positive effect. Instead of just being familiar with the image of slash-and-burn farming, people in the highlands are gradually getting used to new terms: "VNeID", "VssID", "online public services", "cashless payments"...
The campaign “Going to every alley, knocking on every door, guiding every citizen on digital skills, using digital services” not only helps people access technology, but also narrows the digital gap, ensuring that everyone benefits from the digital development process. At the same time, it is a concrete step to realize the goal of building a digital government, digital economy and digital society of the province.
