Recently, the Hanoi People's Committee has issued a Decision approving the Me Linh region construction planning to 2030 and vision to 2050.

Accordingly, the goal of the planning is to build Me Linh district into an urban area of industry, services and ecological agriculture combined with high technology. By 2030, Me Linh will become a developed area of the city, with a basically complete economic and social infrastructure system, rural areas will be renovated and developed to ensure the criteria according to the new rural model, and a number of green urban areas and ecological urban areas will be built and developed.

Hanoi also aims to synchronously develop industry along with distribution services, freight forwarding and product distribution centers at the northern gateway of the capital, forming flower production areas, developing high-tech agricultural areas, clean agriculture and high-quality agricultural products.

At the same time, the Hanoi Institute of Construction Planning also presented the task of planning the construction of Me Linh region until 2030 and vision to 2050.

Hanoi Institute of Construction Planning believes that the objectives of the Me Linh region construction planning are consistent with the approved orientation of the Capital Construction Master Plan to 2030, with a vision to 2050.

However, this planning has some inappropriate points, because it has not raised the issue of reasonable exploitation of land fund and space in the Red River area and Red River beach, the western development area of the District, adjacent to Vinh Phuc province.

In which, the agricultural nature - green corridor is still scattered. The regional connection between: Hanoi - Vinh Phuc; between Me Linh district and neighboring districts; between areas, urban development functions in terms of: transportation; landscape architecture space; economy, trade, finance; industry, small-scale industry; social culture, tourism services,... is not commensurate with the inherent potential.

The Hanoi Institute of Construction Planning also believes that in the areas on both sides of Ring Road 4, one side is defined as urban and the other side as an agricultural green corridor area, while the actual development shows that the rural residential clusters adjacent to the road in the green corridor with the nature of urban settlements have the potential to develop naturally.

“This raises the issue of needing to study the possibility of organizing adaptive space between the need for natural development and the goal of maintaining green corridor space, taking into account appropriate and synchronous urban development,” the unit emphasized.

The viewpoint of the Hanoi Institute of Construction Planning is that the construction planning of Me Linh district needs to orient the development of Me Linh district in association with the development of the capital.

Firstly, Me Linh district is part of the future New City, that is, a city within a city.

Second, Me Linh district is planned to become a district after 2025, according to the plan approved by the City People's Committee in plan 130/KH-UBND dated June 22, 2020.

At the same time, study all potentials and advantages of Me Linh district in regional connections, focusing on urban development research associated with the central axis of Ring Road IV passing through the district for 16 km, as the main driving force for development.
