A tropical depression is currently active in the waters east of the Philippines. At 8:00 a.m. on November 24, the center of the tropical depression was at about 9.5 degrees North latitude; 127.8 degrees East longitude, with the strongest wind force of level 7, gusting to level 9. The tropical depression is moving in the West-Northwest direction at a speed of about 20 km/h, expected to enter the waters southeast of the central East Sea, towards the Central region, which has suffered heavy damage due to floods in recent days, and is likely to strengthen into a storm.

Faced with that development, on November 24, the National Civil Defense Steering Committee issued Official Dispatch No. 33/CD-BCĐ-BNNMT to the People's Committees of coastal provinces and cities from Quang Tri to An Giang; the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Foreign Affairs, Science and Technology; and Vietnam Television, Voice of Vietnam and Vietnam News Agency, requesting proactive response to the tropical depression near the East Sea.
To proactively respond to the tropical depression that is likely to strengthen into a storm in the context that the Central region is continuing to overcome the consequences of recent severe rain and floods, the National Steering Committee for Civil Defense requested the provinces in the South Central region to urgently overcome the consequences, restore production, business and stabilize people's lives according to Official Dispatch No. 227/CD-TTg dated November 23, 2025 of the Prime Minister , and at the same time be prepared to respond to the next natural disaster.
Localities need to closely monitor forecasts of tropical depressions that are likely to strengthen into storms; promptly notify captains, owners of vehicles and vessels operating at sea to proactively prevent, have appropriate production plans and ensure safety of people and property; maintain communication to promptly handle unusual situations.
The National Steering Committee for Civil Defense requested ministries and branches, according to their assigned functions and tasks, to proactively direct and coordinate with localities to organize responses to tropical depressions, storms and floods. At the same time, rescue forces must be ready with means and human resources to deploy when required.
Agencies and units are required to be on duty seriously and report regularly to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
