Mr. Truong Chi Van (born in 1990) in Phu Nhieu village, Thuong Hoa commune shared: "My husband and I were both born into poor families with many children. Since getting married and moving out, my husband and I have only been able to build a temporary house next to my husband's family. My husband and I work hard, raising our two children mainly by peeling acacia and cajuput bark and doing whatever we can find, without saving any capital. Sometimes we want to invest in buying some cows, pigs, goats... to increase our income and escape poverty, but we haven't been able to do it yet. Being young and healthy but being slow to escape poverty, it's sad to think about it...".

Mr. Van added that at the end of 2023, when he had information about poor and near-poor households in Phu Nhieu village, if they had the labor and will to strive to escape poverty, they would be considered for livelihood support by their superiors. After careful discussion, he and his wife decided to register and were supported with a livelihood model with 4 commercial breeding pigs. From then on, his family voluntarily wrote an application to escape poverty.
He and his wife calculated that if they worked hard to "make profit" by planting more green vegetables in the garden, collecting more vegetables, tubers, fruits, and banana trees from the forest to feed the pigs, they would significantly reduce investment costs in raising pigs. Currently, the pigs are growing well. He plans to sell them when they reach about 70kg, buy breeding pigs to restore the herd, and buy more cows, chickens, and geese to invest in developing the family economy more and more effectively.
Mr. Van's case is just one of many people in difficult circumstances who have made efforts to improve their lives thanks to poverty reduction policies in the district in recent times.
Ms. Nguyen Thi Thu Ha, Head of the Department of Labor, War Invalids and Social Affairs of Minh Hoa district, said: Implementing the national target program on sustainable poverty reduction (MTQGGNBV), in 2023, the district has deployed many solutions to help poor, near-poor, and newly escaped-poverty households improve their lives, with a total budget of over 10 billion VND (including the capital transferred in 2022 of nearly 2.1 billion VND).
From this funding source, the People's Committee of Minh Hoa district has directed units, departments, offices, People's Committees of communes and towns to implement many effective projects and sub-projects, such as: Diversifying livelihoods, developing poverty reduction models; supporting production development, improving nutrition; developing vocationaleducation and sustainable employment; communicating and reducing poverty through information; improving capacity and monitoring and evaluating the implementation plan of the National Target Program on Sustainable Development.
In addition, from many other combined capital sources, in 2023, the Transaction Office of the Social Policy Bank of Minh Hoa district implemented 21 preferential credit programs for 2,514 households in the area to borrow capital, with a total amount of about 151 billion VND to develop the economy, vocational training and job creation, labor export, social housing construction, student loans, etc.
Also in the year, the district issued and supported the purchase of health insurance cards for 4,890 poor households, 5,049 near-poor households, 4,878 ethnic minorities, and 4,562 people living in extremely difficult areas. In addition, in 2023, Minh Hoa district had 2,456 poor households receiving electricity support, with a total cost of 1,695 million VND. The district's Vietnam Fatherland Front Committee mobilized to build 109 new houses and repair 9 "great solidarity" houses with a total amount of 5.5 billion VND...
"Our village currently has 192 households, with 896 people. This is a remote mountainous area with many difficulties. Thanks to livelihood support, by the end of 2023, the whole village had 14 more households voluntarily writing applications to escape poverty. Thanks to diversifying livelihood support models in implementing the National Target Program on Sustainable Development, the number of poor and near-poor households in Minh Hoa district has been significantly "pushed back" each year.
With the goal of "leaving no one behind", in recent times, Minh Hoa district has mobilized maximum resources to ensure social security, hunger eradication and sustainable poverty reduction. By the end of 2023, the whole district had reduced 367 poor households (down 2.69% compared to 2022) and 104 near-poor households (down 0.85% compared to 2022). During the year, in the whole district, 26 households voluntarily submitted applications to escape poverty and near-poverty...
Promoting the results achieved in implementing the National Target Program on Sustainable Development, in 2024, Minh Hoa district aims to reduce the poverty rate by 3.01% (equivalent to a reduction of 428 poor households) and reduce the near-poor household rate by 2.80% (equivalent to a reduction of 399 near-poor households).
