
Local “familiarities”
At 6 p.m. on a day at the end of July 2025, when everyone was gathered around the family dinner table, Major Ta Duc Thanh - an officer of the Public Order Police Team, Thanh Xuan Ward Police - went on duty again. Today, he and his working group carried out propaganda and encouraged people not to drive after consuming alcohol or beer, to ensure that everyone returned home safely. A seemingly simple and "natural" job, but for officers and soldiers of the Ward Police, it was a joy and happiness. Because every day that passed without any accidents or traffic incidents - was the silent success of those who maintained urban order and safety.
At a food service establishment on Nguy Nhu Kon Tum Street (Thanh Xuan Ward), Major Ta Duc Thanh and his team went to each table, handing out propaganda leaflets, patiently explaining the legal regulations on "If you drink alcohol, beer - Do not drive".
Lieutenant Colonel Vu Hai Thanh, Chief of Thanh Xuan Ward Police, said: “The ward is new, has a large area, a large population, and an increased workload, so officers and soldiers must also make more efforts. We clearly define: Finish the work, not rest when the time is up. To maintain peace, first of all, each officer must proactively improve their responsibility and dedication to the assigned tasks.”
Having previously held the position of Deputy Chief of Dong Da District Police, Lieutenant Colonel Do Sy Dung already had extensive experience in local and grassroots management. However, when assigned to the position of Chief of Giang Vo Ward Police, he was still fully aware of the new challenges that this task posed.
“Right before officially taking up the task, I surveyed the entire ward like a normal citizen. From that perspective, I could clearly identify the areas that are “hot spots” for urban order and social security. From there, together with the Ward Police Command, I developed specific solutions, not leaving out or overlooking any areas in the management work” - Senior Lieutenant Colonel Do Sy Dung shared.
In addition to firmly grasping the area, Giang Vo Ward Police also focused on promoting propaganda and mobilizing people to strictly comply with legal regulations, while promoting the role of people in the movement of the whole people to protect national security - with the motto "every citizen is a security soldier" on the front of maintaining social order and safety.
Also with a proactive spirit, in the first week of assuming the position of Chief of Quang Bi Commune Police, Lieutenant Colonel Nguyen Duy Dong took the initiative to send an open letter to all the people in the commune, calling on people to raise their vigilance, actively provide information and proactively participate in crime prevention and reporting. In the letter, the Chief of Commune Police publicly disclosed his personal phone number to receive reports on security and order and committed to absolutely keep confidential the identity of the person providing the information, creating trust and connection between the police force and the people.
From that seemingly small act, the security and order situation in Quang Bi commune has always been maintained and stable; no complicated incidents have occurred, and no security and order hotspots have been formed. After one month of officially operating under the model of a regular commune police force, the Quang Bi commune police force has received and promptly resolved 100% of reports and reflections from the people related to security and order, contributing to strengthening trust and creating consensus among the masses.
Mr. Dang Dinh Luc (born in 1965, residing in Quang Bi commune) shared: “The commune police force clearly demonstrates a sense of responsibility, sensitivity and initiative in maintaining security and order from the grassroots. That contributes significantly to building a safe, healthy and peaceful society for the people”.
“Unprecedented”
From March 1, 2025, Hanoi City Police officially switched to a new management and operation method, "unprecedented before", when deciding not to organize district-level police. After only 4 months, on June 29, 2025, the City Police continued to announce the rearrangement from 526 commune-level police to 126 commune-level police according to regulations on merging administrative units, completing the model of organizing the two-level local police apparatus.
Thanks to that, Hanoi has become one of the leading localities nationwide in completing and announcing the earliest arrangement and reorganization of the Commune-level Police. At the same time, the merged Commune-level Police have been guaranteed the necessary conditions to officially start operating from July 1, 2025.
The reorganization process was not simple when the number of officers and soldiers directly affected was up to more than 11,000 people, accounting for more than 55% of the entire city police force. Of which, 126 officers were assigned to hold the position of Commune Police Chief, all of whom were the most outstanding, outstanding and elite officers, carefully selected from 1,182 officers subject to review, with a selection ratio of about 9.5 people for only 1 person to be selected.
The arrangement of the communal police force is carried out in an impartial, objective, public, transparent and democratic manner; at the same time, it resolutely fights against negativity, against “buying positions and power” and group interests in the process of selecting and arranging personnel. At the same time, the City Police also focuses on considering the personal wishes of the officers, arranging them in accordance with the work requirements and creating favorable conditions in terms of travel distance, in order to shorten the travel time to less than 15km, helping officers and soldiers feel secure in their work and dedication.
With a pioneering and exemplary role in the People's Public Security force and the city's political system, the Capital Police has proactively deployed the arrangement and reorganization of the Commune-level Police. The Party Committee and the Standing Committee of the City Police Party Committee have led and directed the synchronous implementation of tasks using methods appropriate to the characteristics and situation of the force, building a roadmap and implementation steps that are methodical, scientific, strict, public, transparent, active and urgent but still ensure certainty.
During the implementation process, the City Police always adheres to the regulations and instructions of the Ministry of Public Security and the Hanoi Party Committee; at the same time, it promotes innovation, creativity, and applies many effective methods and approaches, on the basis of adhering to the principle of "selecting people for the job". The City Police has developed a framework of standards and criteria for review and evaluation, focusing on quality and work efficiency as the main measure; at the same time, it conducts a comprehensive, multi-dimensional evaluation, following the 360-degree method, "going from area to point".
According to Lieutenant General Nguyen Thanh Tung, member of the Standing Committee of the City Party Committee and Director of the Hanoi City Police, the work of reorganizing and organizing the commune-level police force has clearly demonstrated the leadership and direction of the Standing Committee of the Party Committee and the leadership of the City Police, along with the solidarity, unity and high determination of all officers and soldiers of the Capital Police - a noble tradition of the heroic police force.
“The methods and approaches of the City Police have been highly appreciated by the leaders of the Ministry of Public Security, the Department of Personnel Organization and the Hanoi Party Committee's Organization Board. The Department of Personnel Organization (Ministry of Public Security) has consulted and reported to the Ministry's leaders to replicate this model nationwide,” said Lieutenant General Nguyen Thanh Tung.
By perfecting the organization and apparatus according to the two-level police model, the Hanoi City Police has entered a new management mindset, catching up with the general development trend. Since then, the police force has created a secure and safe environment for socio-economic development, improved the quality of service to the people, and made an important contribution to building the capital to develop rapidly and sustainably.
