
The 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) is a momentous event for the country. With a sense of responsibility, the Hanoi City Police have comprehensively implemented plans to ensure security and order for citizens and tourists attending the event.
In particular, to honor the contributions of previous generations, the City Police proactively coordinated with relevant agencies and units to arrange thousands of seats in convenient locations along the streets so that veterans and elderly people could directly watch the parades and marches. In addition, many veterans and elderly people received medical assistance and transportation support from the City Police so that they could fully participate in this great national event.
Among the veterans supported by the city police to attend the commemoration ceremony was Mr. Le Binh (born in 1927, currently residing in Hoang Liet ward, Hanoi), one of the "living witnesses" of history. After participating in the seizure of power during the August 1945 General Uprising in his hometown of Thanh Chuong, Nghe An (now Bich Hao commune, Nghe An province), Mr. Le Binh continued to fight in Upper Laos and the Dien Bien Phu Campaign in 1954.
In October 1954, Mr. Le Binh had the honor of being part of the victorious army returning to participate in the takeover of the capital. Afterward, he served as an officer in the Guard Command, tasked with protecting President Ho Chi Minh. For his achievements and accomplishments, Mr. Le Binh was awarded the Glorious Soldier Medal, Third Class; the Victory Medal, First Class; the Resistance Medal, First Class; and many other commendations.
Despite his advanced age and the difficulties he faces in traveling, Mr. Le Binh has always cherished the hope of attending the A80 Anniversary Celebration. For him, this is not only an honor and a source of pride, but also an opportunity to witness the changes in the country after 80 years.
After directly visiting, giving gifts, and understanding the thoughts and wishes of Mr. Le Binh, as well as considering his circumstances, the Hanoi City Police coordinated with relevant departments and units to arrange support for Mr. Le Binh to attend the commemoration ceremony at Ba Dinh Square on September 2nd. Along with arranging accommodation and transportation, the City Police also assigned medical personnel to regularly monitor Mr. Le Binh's health, ensuring his absolute safety throughout the event.

For veteran Phan Van Minh, born in 1958, of the Cor ethnic group (Quang Ngai province), this is his first time in Hanoi. In a conversation with Hanoi city police officers, he explained that his family works in forestry and their economic situation is not affluent, but driven by a desire to personally participate in the "national celebration," he made the journey to Hanoi.
Upon arriving in the capital, Mr. Minh's initial plan was to "sleep anywhere," but through the connections of volunteers, he was invited to stay in a free room reserved for veterans. After learning about Mr. Phan Van Minh's circumstances and conditions, the City Police contacted and arranged accommodation at the City Police Guest House and coordinated with relevant agencies to ensure Mr. Minh could fully participate in the A80 Commemoration Ceremony. Colonel Nguyen Tien Dat, Deputy Director of the City Police, personally met with, spoke with, and encouraged Mr. Phan Van Minh.
Sharing their feelings, Mr. Le Binh and Mr. Phan Van Minh expressed their deep gratitude to the Party Committee, the Board of Directors of the Hanoi City Police, and the officers and soldiers of the Hanoi Police for their timely support and for creating the most favorable conditions for them to have the opportunity to attend this special national commemoration event. It was not only an honor to directly witness this momentous occasion for the nation, but also a great source of encouragement, helping the older generation feel the care and respect of the Party, the State, and the Police force for their contributions and sacrifices.
The Hanoi City Police Department determined that the A80th Anniversary Celebration is not only an important political event for the country but also an opportunity to spread the tradition of "remembering the source when drinking water" and "showing gratitude." Therefore, along with mobilizing maximum forces and resources to ensure absolute safety for the commemorative activities, the City Police Department also strived to do a good job of public relations, closely connecting with the people. These practical and meaningful actions have left a deep impression, demonstrating the gratitude, affection, and responsibility of the Hanoi Police force towards previous generations, while spreading beautiful and humane images of the City Police.
