Over the years, Mong Cai City has always been steadfast in its goal of closely combining rapid and sustainable economic development with cultural and human development. Accordingly, the city has mobilized and effectively promoted the roles and responsibilities of authorities at all levels, sectors, localities and organizations to jointly build a favorable environment and conditions, mobilize the participation of people, communities and the whole society, and effectively carry out the management and organization of cultural activities.
Up to now, Mong Cai has preserved and gradually developed the good traditional cultural values and identities of ethnic minorities; 100% of villages in ethnic minority, mountainous, border and island areas have built and put into operation community activity houses (village cultural houses); completed the construction of cultural and sports centers in 9/9 communes; over 80% of villages have cultural, artistic and sports teams (clubs) operating regularly and with quality. The investment in building and perfecting cultural institutions has been directed and implemented from the city to the grassroots.
The mobilization of investment resources for cultural and social causes has also been given attention; the development of reading culture in the community has been promoted; the quality and efficiency of services of the city library have been constantly improved; the grassroots broadcasting system has been invested and upgraded, contributing to the effective implementation of propaganda work in the area. The investment in building cultural institutions has been implemented in many forms, initially mobilizing the participation of organizations and individuals in investing, managing and exploiting cultural and sports institutions.
From 2014 to present, Mong Cai City has coordinated with the Department of Culture - Sports and Quang Ninh Museum to prepare scientific dossiers to propose inclusion in the list of national intangible cultural heritages for 4 heritages, of which 3 heritages have been included by the Ministry of Culture, Sports and Tourism in the list of national intangible cultural heritages including: Hat nha to - Hat vu cua dinh, Tra Co communal house festival and Van Ninh communal house festival; prepare scientific dossiers to propose ranking 1 relic at special national level, 2 relics at national level and 8 relics at provincial level.
Mong Cai City has actively implemented the plan to build a "Dao ethnic village" in Po Hen village, Hai Son commune to serve the development of community tourism in the city in the period of 2023-2025, with a vision to 2030. At the same time, it has promoted and mobilized ethnic minorities to change their mindset of "doing tourism"; collecting and restoring traditional house models; maintaining the beauty of costumes and wedding customs.
In 2024, the City Party Executive Committee selected and implemented the working theme "Completing planning, improving the quality of economic growth; developing culture and people with rich Mong Cai identity", showing special attention to culture, focusing on building and developing Mong Cai people comprehensively in terms of personality, intelligence, creativity, physical strength, soul, social responsibility, civic duty, awareness of law compliance, love for homeland and country; continuing to promote the values of Mong Cai people's unique characteristics "Dynamic, creative, generous, healthy, civilized, friendly".
In 2024, Mong Cai successfully organized 40 cultural, sports and tourism activities, events and festivals to serve the people and tourists. Typically, it successfully organized 4 ceremonies to receive relics at all levels (ceremony to receive the special national relic of Tra Co communal house; the national intangible cultural heritage of Van Ninh communal house festival; 2 provincial relics for the location marking the event of Uncle Ho visiting Bac Luan Customs Station and visiting the people of Dong Hung, China in 1960; the historical relic of Dan Tien communal house); Organize and strictly manage traditional festivals (Xa Tac Temple Festival, Van Ninh Communal House Festival, Bau Communal House, Quat Dong Communal House...), implement the restoration and embellishment of relics: Trang Vi Communal House Temple (Tra Co), Van Xuan Communal House (Hai Xuan), General Le Moc Duc Temple (Vinh Trung), survey and establish intangible cultural heritage records for traditional costumes of San Chi people and Hat Doi, Hat Giao Duyen in Quang Ninh coastal area...
Currently, the city is continuing to implement solutions to preserve and promote cultural heritages, associated with the development of cultural and spiritual tourism products; cultural, physical education and sports activities are organized enthusiastically and widely, focusing on creating tourism products associated with community tourism culture in mountainous, border and island areas.
