According to information from parents of students at Nguyen Van Luong Secondary School (Binh Phu Ward, Ho Chi Minh City), this school year the school principal has instructed not to collect any parent funds. "Yesterday, I went to the first parent meeting of the year, the head teacher absolutely did not allow parents to collect any parent funds because the principal instructed so. Even parents' parking is free," this parent told Thanh Nien reporter.

At the same time, parents provide the school's notice about not collecting fees from parents and fundraising funds for the 2025-2026 school year.

The announcement states: "This school year the school will implement:

  1. No operating fees for the parent-teacher association.
  2. No sponsorship fee.
  3. No advocacy for care for staff, teachers and employees.
  4. No campaign to purchase facilities for classes and schools.

Currently, there are some parents who claim to be on behalf of the school to organize money collection campaigns, posting information on parent group pages to collect money, which is wrong. Parents need to be more vigilant.

All information on revenue and expenditure activities will be approved by the school principal and communicated to parents through homeroom teachers.

Mr. Dinh Phu Cuong, Principal of Nguyen Van Luong Secondary School, confirmed to Thanh Nien reporter that the above notice was from the school. From 2018 to now, at the beginning of the school year, the school has notified all parents that it will not collect fees from parents or sponsorship funds.

So when not mobilizing parent funds, how do the school and class representatives operate? In response to this question, Mr. Dinh Phu Cuong said: "All expenditures are balanced by the school from the budget and other legal sources of revenue from the school program, clearly stated in the annual internal spending regulations. If the budget and revenue sources are balanced, the school does not lack operating funds and does not have to collect from parents. Usually, after paying salaries, the budget will still have a surplus of 10% to 15% to spend on educational activities. The school uses this budget to organize educational activities for students. After spending on student educational activities, at the end of the year the school still has a surplus to increase income for teachers and staff."

This principal affirmed that although the school does not collect funds from parents or sponsorship funds, educational activities, movement activities, skill training, etc. are still organized in a diverse and rich manner.

Don't let "teachers touch money"

In addition, the Principal of Nguyen Van Luong Secondary School said that even in each class, the school has instructed not to collect funds because the school's internal spending regulations have allocated resources to organize activities for students and reinvest in school facilities. In cases where socialization is needed, the school takes advantage of parents' resources. Whoever has strengths can sponsor the school and class in the form of "turnkey" instead of soliciting donations from parents.

Mr. Cuong said, for example, in previous school years, the school counted dozens of students who had financial difficulties in purchasing health insurance cards. The school mobilized educational sponsorship to issue free health insurance cards to students. Sponsoring parents would directly pay the health insurance fees for specific students, not the school.

The principal of Nguyen Van Luong Secondary School expressed that the school tries its best to ensure that teachers "do not have to touch money". Then, parent-teacher meetings will become easy and not stressful because of parent funds. Teachers will focus on teaching while parents attend meetings with a relaxed mindset, grasping their children's learning and together building activities for the school and class.

Ho Chi Minh City Department of Education and Training stipulates that there is no revenue called "school fund" or "class fund".

From the 2024-2025 school year, the Ho Chi Minh City Department of Education and Training has stipulated that in the fees collected from parents at the beginning of the school year, there is no fee named "class fund" or "school fund", but only the fee for the operating expenses of the Parents' Representative Committee, in accordance with Circular 55/2011/TT-BGDDT.

At that time, the leaders of the Department of Education and Training of Ho Chi Minh City requested that all educational institutions in the city must strictly implement this content and are not allowed to call on parents to pay fees called "school fund" or "class fund".
