Heavy rain causes flooding, a district of Binh Thuan urgently evacuates more than 20 households

Evacuate people in flooded areas to safety

According to the Department of Agriculture and Rural Development of Ham Thuan Bac district (Binh Thuan), the heavy rain on the afternoon of October 16 caused flooding in some places and the People's Committee of Ham Thuan Bac district directed the District Military Command, the Department of Agriculture and Rural Development to coordinate with the People's Committee of Ham Tri commune to urgently evacuate 21 households/69 people in Nha Dam area to a safe place.

According to records at noon on October 17, in the Cai River area of ​​Ma Lam town, Ham Thuan Bac district, (Binh Thuan), flood water from Cai River rose onto the road and flooded dragon fruit gardens, many large trees were half submerged.

In the area of ​​the Cai River iron bridge, due to flooding and strong currents, since early morning on October 17, local authorities have cordoned off the area, preventing people and vehicles from passing through. Nearby, a concrete road has also been cordoned off due to the strong currents of floodwaters from the river overflowing and flowing through the dragon fruit garden.

On the morning of October 17, many areas in Ham Chinh commune, Ma Lam town, Thuan Hoa commune, Ham Tri commune,... in Ham Thuan Bac district had high water levels. Local police and militia forces have deployed plans to evacuate people from flooded areas that are at risk of being unsafe to other places. Especially, the elderly are being evacuated from flooded areas.

Many people living in the Song Cai bridge area said that the water rose from 2am on October 17 and by 5am the same day, the bridge was flooded.

Mr. Ho Dac Nghia, Deputy General Director of Binh Thuan Province Irrigation Works Exploitation Company Limited, said that on the evening of October 16, the upstream areas of Song Quao and Song Khan lakes had very heavy rain, so the amount of water flowing into the lakes was large. It is forecasted that in the coming days, there will be continued rain in the province, so the flow of water through the spillway of Song Quao and Song Khan lakes should be increased to ensure the safety of the works.

Currently, local authorities and functional forces are ready for flooding situations when heavy rain continues to occur and reservoirs overflow.

Damage about 9 billion VND

According to the report of the Department of Agriculture and Rural Development of Ham Thuan Bac district (Binh Thuan), from the beginning of October until now, there have been continuous heavy rains and tornadoes in the area.

Specifically, on October 12, in Hong Son commune, there was a thunderstorm combined with a tornado that caused 6 houses to have their roofs blown off. The recent heavy rain caused 122 houses to be flooded about 0.5m deep. Regarding traffic, there were 2 points that were cut off (Cau Sat Song Cai - Tam Hung, Ma Lam; Nha Dam bridge - Ham Tri commune).

The total agricultural production area flooded is about 920 hectares, including 415 hectares of rice, 145 hectares of dragon fruit, and 360 hectares of various vegetables. The estimated damage is about 9 billion VND.

Immediately after the disaster occurred, the People's Committee of Ham Thuan Bac district directed the People's Committees of communes and towns to monitor weather forecasts and warnings, organize a review of plans to evacuate people in low-lying areas and areas at risk of being isolated by floods, and localities to strengthen inspections and report damage according to regulations.

According to the assessment of the authorities of Binh Thuan province, in the coming time, the flood situation will be complicated, Song Quao reservoir will increase the overflow flow to 150 - ^200m3 /s, Song Khan will increase the overflow flow to ^35m3 /s (after 2:00 p.m. on October 17, 2024).

To avoid damage to people in affected areas, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Ham Thuan Bac district requires communes and towns to regularly monitor the flood situation, promptly notify people living along the flood discharge route and river mouth to proactively have prevention plans, ensuring absolute safety for people and property.

At the same time, deploy the relocation and evacuation of people to safe places according to the proposed Plan; place warning signs at bridges, culverts, and river spillways and prohibit people from wading across streams when reservoirs discharge flood water to regulate water; check and proactively harvest agricultural products that are ready for harvest, do not graze livestock and poultry along streams.
