According to CNN, the storm brought a large amount of moisture moving into Southern California, causing heavy rain and flooding in many cities. The Los Angeles area recorded more than 25 cm of rain since February 4, more than the normal level for the entire month of February.

The National Weather Service (NWS) said "extremely dangerous conditions" were occurring in the Hollywood Hills area and around the Santa Monica Mountains on the outskirts of Los Angeles, warning that dangerous mudslides and flash floods were possible.

The Los Angeles Police Department reported multiple traffic accidents resulting in injuries since the storm began and had responded to at least 130 flooding-related incidents as of the morning of February 5.

At least three people were killed by falling trees on February 4, including an 82-year-old man in Yuba, a 45-year-old man in the Santa Cruz Mountains and one in Sacramento. More than 500,000 people in California were without power.

The greatest threat of flash flooding on Friday is in Southern California, as a moist front slowly moves inland, but forecasters say catastrophic impacts are unlikely.

On the evening of February 5, Los Angeles Mayor Karen Bass held a press conference on the flood situation and unexpectedly received a call from President Joe Biden. The White House owner praised the rescue forces and said he was working closely with California Governor Gavin Newsom to mobilize resources to respond to the disaster. "We will provide any help as soon as you request it. Just let me know, that's why I'm calling," Mr. Biden said.

Governor Gavin Newsom declared a state of emergency in eight counties with a combined population of more than 20 million people on February 4.
