
In the two years of 2022 - 2023 alone, Thua Thien Hue province has been allocated more than 370 billion VND to implement the Socio -Economic Development Program for Ethnic Minority and Mountainous Areas for the period 2021-2025 (National Target Program 1719). Of the total allocated budget, Thua Thien Hue province has focused on disbursing in the two mountainous districts of Nam Dong and A Luoi. From this resource, infrastructure and people's lives in the Nam Dong ethnic minority area have changed dramatically.
As a mountainous district, Nam Dong (Thua Thien Hue) has nearly 50% of its population being ethnic minorities. Due to unfavorable natural conditions and climate, the lives of ethnic minorities in Nam Dong are still difficult. When the National Target Program 1719 was implemented, the Party Committee and local government of Nam Dong district determined that this was a great resource for the locality to break through and rise up. Therefore, when starting to implement the Program, Nam Dong mobilized the entire political system to participate and resolutely implement it.

Identifying the content of creating livelihoods and investing in infrastructure is the key content to change the lives of ethnic minority people. When allocated capital for implementation, Nam Dong has promoted the construction of fruit tree planting models such as oranges, bananas, pineapples, guavas, etc. From the visual model, the local authorities at the commune level conducted a survey of ethnic households with sufficient conditions in terms of human resources, land, etc. to support capital to replicate the model. Up to now, resources from the National Target Program 1719 have supported seedlings for about 200 Co Tu households in Nam Dong district.
From this source of seedlings, many ethnic households have had a livelihood, gradually generating additional income to improve their lives. A typical example is the grapefruit growing model of Mr. Tran Van Doi's family, Co Tu ethnic group in A Giang village, Thuong Long commune, Nam Dong district.
With the advantage of having garden land, Mr. Doi's family was selected by the Commune Farmers' Association to receive 40 million VND from the National Target Program to grow grapefruit. To expand the scale, Mr. Doi's family borrowed an additional 100 million VND from the Social Policy Bank to invest in planting 90 more trees. Up to now, the grapefruit garden has grown well and has begun to yield fruit.
Along with that, Mr. Doi's family raised 5 more yellow cows, planted 3 hectares of acacia and raised 100 chickens/batch. From the initial support and the diligence of the members, in recent years, Mr. Tran Van Doi's family has had an income of nearly 100 million VND/year.
Along with supporting seedlings, Nam Dong also focuses on the advantages of raising large livestock. From the capital of the National Target Program 1719, Thuong Long commune has supported breeding cows for 20 Co Tu ethnic households, with a total value of over 500 million VND. These are households with difficult circumstances, lacking capital, lacking knowledge but with the will to rise out of poverty. In particular, the model of raising yellow cows under the rubber canopy of Mr. Ho Sy Thi's family in Ta Rung village, Huong Son commune is a typical poverty reduction support model.

In addition to supporting the development of livelihood models to improve people's lives, the National Target Program 1719 also contributed greatly to changing the face of rural areas in ethnic minority and mountainous areas in Nam Dong. After nearly 4 years of implementation, the National Target Program 1719 has invested in the construction of 23 projects in Nam Dong, with a total value of nearly 60 billion VND.
Among them, there are groups of projects that have a great impact on people's lives such as: internal roads, clean water projects, schools...; Especially in the housing support content of Project 1, up to now, more than 200 ethnic minority households have been supported to build and repair houses.
Sharing with reporters of the Ethnic and Development Newspaper, Mr. Le Thanh Ho, Vice Chairman of the People's Committee of Nam Dong district said: "The National Target Program 1719 has created a strong driving force to change the lives of ethnic minority people in Nam Dong. Currently, the local government is promoting the mobilization of people to change their production models to improve economic efficiency. At the same time, continue to promote propaganda so that people can change their thinking and ways of doing things, thereby rising up to escape poverty sustainably."
