New year, new breakthrough

The year 2023 has just passed, closing the pivotal year of implementing the resolutions of the Party Congresses at all levels, the Resolution of the 19th Provincial Party Congress, the Resolution of the 13th National Party Congress in the context of the world situation as well as the domestic situation continuing to have many complicated developments due to inflationary pressure; exchange rates, prices of raw materials, fuels, and materials increasing; export and import markets being narrowed... Overcoming all difficulties and challenges, the Party Committee, government and people of Hung Yen have joined hands to promote the rich tradition of the cultural and revolutionary homeland, the spirit of solidarity of all classes of people along with dynamism and creativity, intelligence and bravery, strong will and determination to achieve important achievements in socio-economic development.

During the year, the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, all levels, sectors, localities together with the entire people and business community in the province made efforts to overcome difficulties, restore production, promote economic development, ensure social security and people's lives, thanks to which the province's socio-economic situation achieved positive results in all areas: The economic growth rate is estimated at 10.05%, exceeding the set target, the province has the 4th highest growth rate out of 11 provinces in the Red River Delta and the 7th highest out of 63 provinces and cities nationwide. The industrial production index increased by 6.35%; the value of industrial and construction production increased by 7.08%, of which construction increased by 14.86% (plan: 10.5%); the value of trade and service production increased by 15.23% (plan: 9%); agriculture and fishery increased by 2.45% (plan: 2.2%). Economic structure: Industry and construction account for 61.7%; trade and services account for 31.3%; agriculture and fishery account for 7% (Plan: 65% - 28% - 7%). GRDP per capita reaches 112 million VND. Budget revenue is 33,100 billion VND, reaching 144% of the estimate. Total social development investment capital reaches 68,793 billion VND, exceeding the set plan (Plan: 63,500 billion VND), up 24.71% compared to 2022. Many infrastructure development projects, urban areas, large and key production and business projects have accelerated investment progress; disbursement of public investment capital is quite good, expected to reach 13,619 billion VND by January 31, 2024, reaching 91.5% of the plan. Activities of resource, environment, science and technology management are strengthened. The fields of culture, health, education and social security policies have achieved many positive results, the poverty rate has decreased. Administrative reform has been widely implemented. The work of handling complaints and denunciations, preventing and combating corruption, practicing thrift and combating waste has been seriously and effectively implemented. Local defense and military have been ensured, political security, order and social safety have been maintained...

The above achievements are truly impressive and have important significance for every Hung Yen citizen; at the same time, they add a new vitality, creating new motivation for cadres, party members and people in the province to continue confidently on the journey to conquer new development goals... 2024 is the key year to implement the 5-year socio-economic development plan 2021-2025, it is forecasted that the world, regional and domestic situation will continue to have complex and unpredictable developments, causing significant impacts on the implementation of the province's socio-economic development tasks. Many important decisions in the year have been directed and oriented by the Provincial Party Committee, and approved by the Provincial People's Council such as: Gross regional domestic product at comparable prices (GRDP) increased by 7.5% - 8%. Industrial production index increased by 8%. Production value: Industry and construction increased by 8.5% - 8.7% (of which industry increased by 8.5%, construction increased by 10%); trade and services increased by 9%; agriculture and fishery increased by 2%. Economic structure: Industry and construction 63% - trade and services 30.5% - agriculture and fishery 6.5%. Average GRDP per capita is 121 million VND. Budget revenue in the area is 32,823 billion VND, of which: Domestic revenue is 29,123 billion VND, revenue from import-export activities is 3,700 billion VND. The rate of schools at all levels meeting national standards is 93.85%; the rate of solid classrooms is 98.48%. Maintaining the natural population growth rate below 1%. Creating new jobs for 245,000 workers. The rate of people participating in health insurance is 94.2%. The rate of communes recognized as meeting national health standards reached 50% according to the new standards. The poverty rate decreased to 0.71% (according to the multidimensional poverty standard for the period 2022 - 2025). 100% of communes met the advanced new rural standards; 30% of communes met the model new rural standards; 01 district met the advanced new rural standards...

To successfully complete the set goals and tasks, the Party Committee, government and people in the province need to continue to effectively organize and implement the resolutions of the Party, the National Assembly, the Government, the resolutions, programs and projects of the Provincial Party Committee, the Provincial People's Council and the direction and administration of the Provincial People's Committee on tasks and solutions for socio-economic development and the state budget estimate for 2024. Prioritize maintaining economic stability, controlling prices, creating a favorable investment environment, promoting growth and ensuring major balances of the economy. Continue to effectively implement tasks and solutions to firmly improve the investment environment and enhance provincial competitiveness. Continue to promote the implementation of the Project "Improving the efficiency of site clearance for implementing investment projects in the province". Resolutely urge and support investors of industrial production works and projects, especially projects investing in synchronous infrastructure of industrial clusters, to accelerate project implementation progress. Effectively organize the implementation of projects, programs and plans issued by the Provincial People's Committee. Develop and effectively organize the implementation of the Plan for innovation and development of collective economy and agricultural cooperatives in Hung Yen province. Focus on exploiting revenue sources, ensuring correct, sufficient and timely collection into the state budget; speed up the completion of procedures for land allocation, determining the value of land use fees of urban and housing projects, creating budget revenue for the province, striving to complete and exceed the budget collection plan. Implement programs, projects and plans to specify the contents of the Provincial Planning immediately after being approved by the Prime Minister. Speed up the investment progress of the province's strategic infrastructure system, especially transport infrastructure and urban infrastructure. Focus on organizing and rearranging administrative units at district and commune levels in the province. Continue to reorganize the apparatus of specialized agencies and authorities at all levels in a streamlined, effective and efficient manner, associated with streamlining the payroll of civil servants and public employees, restructuring and improving the quality of the staff, civil servants and public employees according to job positions approved by competent authorities...
