On Party building and rectification work
Faced with the urgent requirements of Party building and rectification, since the beginning of the 11th tenure, the Central Executive Committee, the Politburo, and the Secretariat have issued many documents of a unified, systematic nature and focused on directing the implementation in a drastic and effective manner. The Central Executive Committee issued 2 resolutions and 1 conclusion on Party building and rectification and the political system; issued regulations on the exemplary responsibility of cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Central Executive Committee. The Politburo issued plans to implement the resolutions and conclusions of the Central Committee; issued regulations on a number of tasks that need to be done immediately to strengthen the exemplary role of cadres and party members, promptly rectify the working style, lavish and wasteful lifestyles that cause negative reactions in society, and set an example in implementing a civilized, simple, and frugal lifestyle. At the beginning of the 13th tenure, the Central Executive Committee issued a Resolution “On strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period”. The Secretariat issued a Directive on reviewing, screening and removing unqualified party members from the Party; guiding the piloting of online party activities at grassroots party committees, party cells with special characteristics or in special circumstances and party activities in party groups in party cells with many party members, contributing to overcoming difficulties in the context of the complicated developments of the COVID-19 pandemic and rapid urbanization.
Through the practical implementation of the Central Committee's documents, the work of building and consolidating grassroots party organizations and improving the quality of party members has received more attention and has had positive changes. The number of party members continues to increase, the number of grassroots party organizations has decreased due to being consolidated in accordance with the arrangement and streamlining of the political system's apparatus.
Personnel work and internal political protection
Identifying personnel work as the “key of keys”, on the basis of summarizing the implementation of a number of resolutions and conclusions of the Central Executive Committee and the Politburo related to personnel work from the 8th Party Congress term to the present, the Central Executive Committee issued a Resolution on “Focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task”.

In the process of advising on the drafting and promulgation of documents, the Central Organizing Committee conducts practical surveys at all levels of Party committees and organizations; solicits opinions from relevant localities, agencies and units; and organizes conferences and scientific seminars to seek opinions from experts and scientists... on that basis, absorbs reasonable opinions with scientific and practical basis to include in the draft project to be submitted to the Central Executive Committee, the Politburo and the Secretariat.
The basic contents of the advisory documents have solved problems arising in practice and removed obstacles for the grassroots. During the advisory process, when inappropriate contents and issues were found, the Politburo and the Secretariat were proactively reported and proposed to be considered and decided to adjust and supplement the issues that needed to be advised appropriately.

Documents on Party building and organization issued in recent times have received the consensus and support of a large number of cadres, party members and people, especially documents on Party building and rectification and cadre work such as Regulations on controlling power in cadre work and combating the abuse of positions and power; on dismissal and resignation of cadres; policies on encouraging and protecting dynamic and creative cadres for the common good... contributing to strengthening the people's trust in the Party.

The number of advisory documents issued among the fields is not uniform, focusing on issuing many documents on personnel work and organizational structure and payroll. Not all the problems arising in practice have been resolved. There are provisions that are not specific and unclear, leading to confusion for localities and units in the implementation process. According to statistics from 2016 to present, on average each year, the Central Organizing Committee coordinates with the Ministry of Home Affairs to exchange and respond to nearly 300 proposals and recommendations from localities and units; in which, there are many obstacles and difficulties in the implementation of the Central documents on Party organization and building. The work of summarizing practices and researching theories on Party organization and building has not been given due attention and has not kept up with the practical situation. There are still limitations in providing a scientific basis for planning the Party's guidelines on Party building and organization work suitable to the new situation.
Some solutions in the future
First, improve the quality of leadership and direction in drafting documents on Party building and organization work.

Innovate survey methods. It is necessary to develop a specific survey plan, select a survey location that is suitable and representative; carefully prepare the survey content, and develop questionnaires and survey forms to collect complete and accurate information. Improving the quality of the work of advising on the development and promulgation of documents on Party building and organization by the Central Executive Committee, the Politburo, and the Secretariat in the current period is a very necessary content, requiring the attention of the leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, the Party committees and organizations directly under the Central Committee, the agencies and units at the Central level; with the efforts of the collective of cadres, civil servants, public employees, and workers in the agencies doing the work of Party building and organization, building the political system, and organizing cadres at all levels.
