Accordingly, Vice Chairman of the City People's Committee Vu Thu Ha assigned the Departments of Health, Industry and Trade, Agriculture and Environment, Education and Training, People's Committees of wards and communes to coordinate with the City Police to proactively review and implement measures to identify risks of food safety in the supply of raw materials and meals for boarding students. The units should strengthen inspection, supervision, and post-inspection of suppliers at public schools, and strictly handle violations (if any) according to their authority.
Units coordinate with the Department of Culture and Sports to strengthen propaganda, raise awareness of schools, teachers, and parents about ensuring food safety in organizing meals for boarding students, participate in monitoring the food supply activities of suppliers, and promptly report when detecting unusual signs. Units publicize on mass media the suppliers violating food safety regulations.

Vice Chairman of Hanoi People's Committee Vu Thu Ha - Head of the interdisciplinary inspection team on organizing meals for students at public schools in the city for the 2025-2026 school year, made a surprise inspection of the kitchen of Dong La Primary School (An Khanh commune).
The City assigned the Department of Health to preside over and coordinate with the Departments of Industry and Trade, Agriculture and Environment, Finance, Education and Training to urgently review, advise, and report to the City People's Committee and the City Food Safety Steering Committee to consider, amend, and supplement Instruction No. 02/BCĐ-HD, and report to the City People's Committee before November 25, 2025.
At the same time, the City assigned the City Police to strengthen professional measures, proactively detect, receive, handle reports, investigate cases and incidents related to the provision of raw materials and meals for boarding students that do not ensure food safety and show signs of violating regulations, and resolutely and strictly handle organizations and individuals who violate regulations.
Previously, the City People's Committee Office also issued Notice No. 752/TB-VP dated November 23, 2025 on the conclusion of Vice Chairman of the City People's Committee Vu Thu Ha at the meeting to review and draw experience in organizing meals for boarding students in the city.
In conclusion, the City People's Committee requested the Standing Party Committee and the People's Committees of wards and communes to focus on directing the serious and effective implementation of Resolution No. 18/2025/NQ-HDND of the City People's Council and the direction of the City People's Committee on organizing meals for students. Localities were directed to review the entire process of organizing meals for students, ensuring proper implementation of the process, strictly controlling food sources, promptly detecting violations; considering and handling collective and individual responsibilities if violations occurred.
At the same time, localities proactively deploy measures to ensure food safety, strengthen regular and surprise inspections of suppliers of raw materials and ready-made meals at schools; closely monitor the organization of meals for students at educational institutions in the area. In case of detecting violations, immediately stop the supplier and arrange for a replacement unit that fully meets the conditions.
The City requires units to advise the City People's Committee to issue procedures for organizing meals for boarding students, to be completed before November 25, 2025, and at the same time, prepare content and implement training on food safety according to the direction of the City People's Committee in Notice No. 737/TB-VP.
The Departments of Health, Industry and Trade, Agriculture and Environment shall proactively strengthen State management of food safety related to the organization of meals for boarding students, promptly inspect, detect and strictly handle violations (if any); publicly announce the list of safe food ingredient suppliers under their management.
The Department of Culture and Sports shall strengthen communication and provide timely and complete information on activities to organize meals for students; raise awareness among schools, teachers, and parents about ensuring food safety in organizing meals for students; publicize violators, remedial measures, and handling of violations by competent authorities on mass media.
