Improving service quality in industrial parks

In order to create a highlight in the province's investment attraction field, in 2023, along with accelerating the progress of investment in Industrial Park (IP) infrastructure; diversifying investment promotion activities; services provided to enterprises in IPs are also of special interest to Ha Nam province, in order to better meet the investment and production-business development requirements of enterprises in the process of international economic integration.

According to the report of the Provincial Industrial Park Management Board, up to now, the whole province has 8 planned industrial parks that have been and are being invested in infrastructure on a total area of 2,292.06 hectares; of which, the industrial land area is 1,652.8 hectares. With synchronously invested infrastructure; constantly improved investment environment... investment attraction work in the province's industrial parks has achieved positive results. Many industrial parks have a 100% occupancy rate and are high such as: Dong Van I; Dong Van IV; Chau Son; Hoa Mac. The infrastructure of industrial parks has been invested synchronously, combined with an open investment environment, the province's investment attraction work in 2023 has had a positive change.

From January 2023 to the end of October 2023, the province's industrial parks have attracted 36 new investment projects; of which, there are 24 FDI projects and 12 domestic projects, with registered capital of 290.981 million USD and 1,456.096 billion VND, respectively. The total newly registered and increased investment capital in the 10 months of 2023 is 390.279 million USD and 1,510.374 billion VND. Accumulated to October 26, 2023, in the province's industrial parks, there are 547 valid investment projects (including 327 FDI projects and 220 domestic projects).

Looking at the above figures, it can be affirmed that the province's investment attraction strategy is on the right track and has really been effective. According to Ms. Vu Thi Minh Phuong, Deputy Head of the Provincial Industrial Park Management Board, in 2023, on the basis of identifying difficulties and challenges due to the consequences of the Covid-19 pandemic, economic recession... implementing the drastic direction of the Provincial People's Committee on improving the quality of services provided to enterprises in the industrial park, the Industrial Park Management Board has coordinated with relevant departments and branches, directing infrastructure business units and service providers in the industrial park to continue to improve the quality of services serving production. Thereby, effectively implementing the Project to Improve the Quality of Services in Industrial Parks in the area for the period 2021-2025, contributing to the implementation of 10 commitments of the Chairman of the Provincial People's Committee to investors, creating all favorable conditions for enterprises in the industrial park to confidently invest in production development...

Mr. Do Van Huynh, Deputy Head of the Enterprise Administration Department (Provincial Industrial Park Management Board) affirmed: Up to this point, services serving the production of enterprises in the province's industrial parks have been invested synchronously. Currently, all 8 industrial parks have centralized wastewater treatment stations to treat wastewater to ensure it meets the prescribed standards before discharging into the environment and are installed with automatic monitoring systems with a total processing capacity of 18,400 m3/day and night, all data is transmitted to the Department of Natural Resources and Environment 24/24 hours for monitoring. Along with that, services on traffic infrastructure, lighting, trees, and environmental sanitation in the industrial parks have been invested in, basically meeting the requirements. Items to ensure traffic safety according to regulations on traffic routes such as signs, signals, line paint, speed bumps, etc. are built synchronously; maintenance and repair work is carried out regularly and periodically. Currently, there are 6 industrial parks that have built a model of safe industrial parks in terms of security and order.

Through practical research at industrial parks, we know that, in addition to technical infrastructure services, other services serving the operations of businesses and workers such as: telecommunications, banking, repair, maintenance and supply of materials, machinery, industrial equipment, housing services, worker transportation, healthcare ... have been and are continuing to be invested in, completed and improved in quality, to meet the increasing service needs of businesses.

According to Ms. Vu Thi Minh Phuong, due to the lack of an inter-provincial public bus system serving workers at enterprises in the industrial park, in order to facilitate the movement of workers from other provinces, Ha Nam has deployed two bus routes (Kim Bang-Phu Ly-Duy Tien-Hung Yen route and Phu Ly-Hanoi route); at the same time, coordinated with Hoa Binh province to open the Hoa Binh-Ha Nam bus route. In addition to the above routes, workers and enterprises have signed contracts with bus companies to serve their travel needs. Currently, 81 vehicles have been signed by workers and 156 vehicles have been signed by enterprises to transport staff... Particularly for housing services for workers and accommodation areas for foreign experts, 3 staff areas and accommodation for foreign experts have been established in Dong Van Industrial Park (Fuji Engineering Co., Ltd., Thanh Dat Company, Tuan Bach Company) and 4 social housing areas and dormitories for workers (Trade union facilities at Dong Van II Industrial Park, housing for workers of Vietnam Housing Investment and Development Joint Stock Company, dormitories of Honda Vietnam Company and housing areas for workers of Viglacera Company in Dong Van I and Dong Van IV Industrial Parks) have been put into use. The whole province currently has 2 cultural and community activity facilities for workers in Dong Van I Industrial Park and Chau Son Industrial Park that have been put into operation to serve the needs of cultural enjoyment and creation for workers. Along with that, education, vocational training, healthcare and administrative procedure settlement services under the "one-stop" mechanism have also been effectively implemented by the Industrial Park Management Board.

In 2024, thoroughly implementing the province's direction on investment attraction, continuing to promote the advantages in the planning of the Capital region, the southern gateway of Hanoi, the center connecting the provinces of the Red River Delta, the Provincial Industrial Park Management Board will proactively coordinate with relevant departments and branches to strictly and fully implement the province's commitments to investors; coordinate to effectively implement the Project on Improving Services for Enterprises in Industrial Parks for the period 2021-2025, with a vision to 2030. Based on understanding the business situation, especially those heavily affected by the post-Covid-19 and global economic recession, the Provincial Industrial Park Management Board will proactively coordinate to deploy solutions to support enterprises in overcoming difficulties to restore and develop production and business. At the same time, strengthen support for infrastructure companies to resolve existing problems and obstacles in site clearance and compensation; Promote investment in infrastructure construction to create a "clean" site ready to welcome investment projects.
