Improving the quality of education in a sustainable way

The province currently has 730 schools and centers at all levels (including 394 public schools and 336 non-public schools) with nearly 512,000 children, students and trainees at all levels from preschool to high school. The province currently has 08 universities with 31,543 students; 1,768 university lecturers, of which 534 lecturers have doctoral degrees or higher.

Results of mobilizing students to enroll at the right age: 100% of 6-year-olds in grade 1; 96.20% of 11-year-olds in grade 6; 94.29% of 15-18-year-olds in high school, high school continuing education, and vocational college.

In the national high school exams, Binh Duong has consistently ranked among the top in the country. In 2018, it ranked 6th out of 63 provinces and cities; in 2019, it ranked 4th out of 63 provinces and cities; in 2020, it ranked 2nd out of 63 provinces and cities; in 2021, it broke through to the top of the country. In particular, in 2022, Binh Duong had the highest university entrance rate in the country (67.42%).

Binh Duong is a rapidly developing industrial locality, attracting a large number of laborers from provinces and cities across the country. Each year, the province's population increases by an average of 100,000 people; the number of students at all levels increases rapidly, increasing by an average of more than 20,000 students each year. Therefore, many localities in the province have solved the problem of school places for students but have not yet ensured the arrangement of the number of students/class according to the standards prescribed by the Ministry of Education and Training, especially in localities with many industrial parks and clusters. Although school facilities and teaching equipment are newly built and supplemented every year, they have not yet responded well to the increase in the number of students and have not responded promptly to the innovation process.

In addition, there is a shortage of subject teachers for general education level and a shortage of teachers for preschool level due to limited recruitment sources in the locality. This is a major obstacle and challenge for the province in improving the quality of child care andeducation and implementing the 2018 General Education Program.

Faced with the above situation, Binh Duong proposed that the Government issue specific development mechanisms and policies for provinces and cities in the Southeast region to ensure the implementation of Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo , including supplementing the number of staff for the education and training sector according to regulations (currently, Binh Duong province lacks 2,149 general education teachers).

At the same time, it is recommended that the Ministry of Education and Training amend and supplement regulations on standards, professional titles, and appointment and salary arrangement for teaching staff in public preschool and general education institutions to suit the situation and practical requirements. At the same time, it is recommended to issue regulations on appropriate regimes and policies to promote the attraction of talented people into the teaching profession; on salary policies appropriate to the position and role of teachers as well as additional preferential regimes for the education and training sector.

Binh Duong Provincial Party Secretary Nguyen Van Loi said that Binh Duong is currently developing an integrated provincial plan for the 2021-2030 period, with a vision to 2050, in which education is always a priority investment area. The Provincial Party Secretary requested the Provincial People's Committee and the Department of Education and Training to review and arrange resources, especially land, and have mechanisms and policies to increase investment in education to ensure human resources for development.

Minister of Education and Training Nguyen Kim Son said that the province needs to continue investing in facilities to reduce the student/class ratio to ensure the quality of education. In the province's development orientation, it is necessary to forecast human resource needs, thereby having a breakthrough investment mechanism for education and training such as allocating land resources and budget for education and training to ensure enough places to study and the quality of implementing the General Education Program. In addition, the province needs to promote network planning and arrangement, increase the rate of vocational training and university education. Promote socialization, provide more support for investors in parallel with strict management of the non-public education system./.
