Based on the 2019 Law on Militia and Self-Defense Forces and related regulations, at the end of 2020, the Provincial People's Committee developed a Project. The Project was then approved by the Provincial People's Council, divided into 2 phases, including phase 1 from 2021 - 2023.

The militia force has been given attention.

The Military Command of Nghia Ha Commune (Quang Ngai City) is one of 126 communes, wards and towns in the province that has organized a militia force on duty 12/24 hours a day at the commune People's Committee headquarters. Before 2021, the Military Command of the commune also organized a force on duty at the commune People's Committee headquarters from 6:00 p.m. the previous day to 6:00 a.m. the next morning according to regulations. However, the force participating in duty at the headquarters encountered many difficulties because the working day regime was not paid regularly and fully.

Commander of the Nghia Ha Commune Military Command, Le Trung Kien, said that before implementing the Project, the regime for each person participating in the on-duty duty was self-balanced by the locality. According to the provisions of the Law on Militia and Self-Defense Forces, each day of on-duty duty will be paid 119.2 thousand VND/person/day. This funding source is guaranteed by the People's Committee of Quang Ngai City, the other half by the People's Committee of the commune. However, because the commune is facing difficulties, the funding part guaranteed by the commune is not regular, affecting the lives of the militia. Moreover, the command work also encountered difficulties in mobilizing the militia to participate in on-duty duty to ensure the prescribed time, especially on holidays, Tet, and natural disasters. From 2021 to now, this funding source has been fully paid by the budget. Although the payment level is still lower than that of ordinary labor, the militia is still very excited and assured to do their duty.

According to Lieutenant Colonel Tran Van Duong - Head of the Militia Department, General Staff Department (Provincial Military Command), through the first phase of the Project, the funding source was guaranteed to pay for the militia force to maintain a 12/24-hour duty regime at the headquarters of the People's Committee at the commune level. Thereby, this force promptly participated in handling situations related to political security and social order and safety at the grassroots level. This is very meaningful in ensuring security and safety at the headquarters of the People's Committee at the commune level as well as in rural areas, contributing to bringing peace to the people.

Along with payment for working days, policies to support tasks of disease prevention and control, overcoming the consequences of natural disasters, social insurance... for the militia and self-defense force are also guaranteed to be paid according to regulations, with an amount of hundreds of billions of VND over the past 2 years.

Efforts to improve the quality of operations

In addition to paying attention to the regime and policies using the provincial budget, the Project also stipulates the tasks of training, coaching, training, organization... for the militia force. From 2020 to present, all levels have organized full training for 100% of units and troops; organized provincial-level mobile militia platoon sports competitions. Mobilized militia to participate in defense area and civil defense drills at the provincial and district levels. Thereby, improving combat readiness and coordination in handling situations.

Over the past two years, the province has had 143 militia officers sent to college and university level training in military subjects. Currently, 100 other militia officers are being trained, with a total budget of nearly 7.5 billion VND. To date, the province has arranged 169/173 commanders and 116/193 deputy commanders of commune-level military commands to have undergone training from intermediate to university level in basic military subjects.

Colonel Nguyen Ra - Deputy Commander, Chief of Staff of the Provincial Military Command said that after being trained, the military cadres at the commune level have promoted their capacity in staff work as well as developing combat plans. For example, advising the Party Committee and the government to issue resolutions, directives, policies, and measures to carry out local defense and military tasks annually and periodically to ensure requirements. Directly developing flood and storm prevention and control plans; on-site combat plans, agency protection combat plans, defensive combat plans; mobilizing militia forces to participate in training, etc.
