On the morning of April 16, in Hanoi, the Politburo and the Secretariat held a national online conference to disseminate and implement Resolution 11 of the 13th Party Central Committee.

The conference was organized in person, combined with online access to the provincial, municipal, and central party committees; central ministries, departments, agencies, and public service units; and district and commune-level access points. This national online conference aims to thoroughly grasp the core contents, new points, and focus of the documents of the 11th Conference of the 13th Party Central Committee. On that basis, Party committees, Party organizations, departments, ministries, branches, and localities continue to thoroughly grasp, propagate, and implement the contents of the documents of the 11th Central Committee in localities, agencies, and units. The dissemination and implementation of the Resolution of the 11th Conference of the 13th Party Central Committee are carried out methodically, scientifically, and qualitatively, creating unity within the Party and consensus among the people.

The conference listened to Prime Minister Pham Minh Chinh present the topic on "Draft documents to be submitted to the 14th National Party Congress: New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; New points in the draft Report summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Party Congress; New points in the draft Political Report to be submitted to the 14th National Party Congress; New points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development for the 5-year period 2026 - 2030".

Speaking at the conference, General Secretary To Lam emphasized that after the conference, Party committees at all levels have clearly identified their tasks in the coming time. Agencies, units, localities and each Party member attending the conference have clearly envisioned their personal responsibilities in implementing the central government's policies. Party committees and organizations have the responsibility to continue to study and fully and thoroughly prepare the contents of the Resolution and develop specific action plans and programs to organize implementation.

The General Secretary noted that the upcoming tasks have a huge workload and require strict progress. Therefore, Party committees at all levels need to determine a specific implementation plan that meets three important requirements.

In which, the first requirement is to determine the highest political determination in leadership and direction in implementing the Resolution of the 11th Conference of the Party Central Committee, identifying this as a revolution in organizing and arranging the apparatus, arranging administrative units and reforming and innovating to develop the country.

Party committees, party organizations, and leaders at all levels must be closely and resolutely in leading, directing, and thoroughly instilling in cadres and party members a deep and full awareness of the special importance of this policy, creating unity in awareness and ideology throughout the party, spreading it to the whole society, and being determined to implement the goals and directions set forth by the central government,...

Second, the implementation must be carried out synchronously and closely, in the spirit of "running while lining up", but must be careful, certain, methodical, not hasty or subjective. After the conference, Central Party Committee member, Provincial Party Secretary, Provincial People's Council Chairwoman Bui Thi Quynh Van discussed with delegates a number of contents related to implementing the policy of rearranging and reorganizing administrative units.

General Secretary To Lam also made four notes in implementing the Resolution of the 11th Conference of the Party Central Committee, namely on implementing the policy of rearranging and reorganizing administrative units and building two-level local governments; personnel work; documents of Party congresses at all levels; implementing the Resolution of the 11th Central Conference along with carrying out major and important tasks of the country.

The General Secretary suggested that in the process of drafting documents for Party Congresses at all levels, it is necessary to focus more on the orientation of developing a new growth model; building a vision for the new province and new communes/wards after the merger, in the spirit of solidarity and unity for development.

The implementation of the 11th Central Resolution takes place at a time when the country is facing many challenges and many major tasks at the same time. Therefore, the General Secretary requested that the city and provincial Party Committees pay attention to organizing well the activities to celebrate the country's major holidays, considering this as a source of spiritual encouragement, creating motivation for cadres, party members and people to compete to complete all assigned tasks well.
