Improve the efficiency of the People's Patrol force

Maintain patrol work to contribute to maintaining security and order in the area.

Over the past years, the government and police of Thanh Long commune, Chau Thanh district have always paid attention to building and strengthening the movement of All people protecting national security (ANTQ) in the area, creating a strong spreading effect.

In particular, finding solutions to improve the effectiveness of the People's Patrol force in supporting the Commune Police has contributed to ensuring security and order in the locality, preserving peace and happiness for the people.

Thanh Long is a border commune, people in 8 hamlets live on many different occupations but mainly agriculture. In recent years, thanks to the attention of the Party Committee and the government, the local socio -economic situation has increasingly developed, people's lives have been improved.

However, this also poses many potential problems related to security and order such as young people illegally using drugs, stealing property, violating traffic safety laws, illegally entering and exiting the country across the border, etc.

Faced with the above situation, local Party committees and authorities focused on promoting the movement of All People Protecting National Security, implementing solutions suitable to the local situation and characteristics, notably the establishment of a People's Patrol force.

The People's Patrol Force is a mass organization established by the Commune People's Committee according to the team model in each hamlet and commune. The People's Patrol Team operates under the direct guidance of the Commune Police, under the comprehensive leadership of the Commune People's Committee and the superior Police, with the task of patrolling, protecting and maintaining security and order in the commune and hamlet, participating in preventing and combating crimes and law violations, participating in fire prevention and fighting, and rescue according to regulations.

Mr. Tran Thanh Xuan - Captain of the People's Patrol Team of Thanh Long Commune said: "After hearing the Commune People's Committee announce the policy of establishing a People's Patrol Team with the task of supporting the Commune Police in patrolling to ensure security and order, I and many other brothers voluntarily participated, contributing a little effort to the work of maintaining security and order in the area. In the past time, the force has constantly strived to promote its role and responsibility".

People's patrols are people who live close to the people in an area, understand each household and each person. Besides, there is the exchange of village affection, the bond between relatives, brothers and relatives, so the propaganda, mobilization of people to comply with the Party's policies and guidelines, the State's policies and laws, and management, grasping the situation, promptly detecting criminals is a strength that the People's Patrol force has promoted over the past time.

With the attention of the Party Committee, People's Committee and Commune Police, the Commune People's Patrol Team constantly promotes the sense of responsibility of each team member to carry out their tasks. Each person always shows a spirit of solidarity, unanimity, and is ready to receive and excellently complete all assigned tasks.

Mr. Nguyen Thanh Duc has been a member of the People's Patrol Team since its inception. He said: "In life, everyone has a job, but we try to arrange our time to join hands to keep the peace for the people.

There are times when the weather is unpredictable, making patrolling difficult. Although it is hard and sometimes very tiring, the team members are not afraid of hardships and work tirelessly through the night, contributing to ensuring security and order, protecting the peaceful lives of the people.

2022 is a difficult time due to the severe impact of the Covid-19 pandemic that has lasted since 2020. Facing many difficulties and challenges, the People's Patrol force has constantly improved its role and responsibility, promoted good and creative ways of working to ensure security and order in the area; actively and effectively carried out propaganda and mobilized the masses through mobile propaganda using loudspeakers and distributing documents directly in residential areas, markets and crowded places.

“During the Covid-19 outbreak, the People's Patrol Team worked day and night to arrange, stabilize, and maintain order at testing and vaccination sites, blockade areas, support the transportation of food, and distribute gifts to people in need... The People's Patrol Team and the Commune Police always stand side by side with other forces on the front line against the epidemic,” said the Captain of the People's Patrol Team of Thanh Long Commune.

In addition, the authorities also established a group called "Zalo People's Patrol of Thanh Long Commune to propagate crime prevention and receive information on security and order" to convey propaganda information to the people as quickly as possible.

Through the deployment, the force received 95 reports, mainly about internal conflicts among the people, drunkenness causing public disorder, traffic safety, drugs, property disputes... The members delivered 3,500 propaganda documents on the situation of various types of crimes, social evils, fire prevention and fighting... to the people in the commune.

Thanh Long is a border commune, adjacent to Cambodia, so people often take advantage of illegal activities. In particular, organizing illegal immigration to Cambodia has a great impact on security and order on the border.

In 2022, the Commune People's Patrol Team did a good job of coordinating with forces to grasp the situation, monitor and track subjects showing signs of organizing illegal border crossings; promptly detecting subjects who secretly organized illegal border crossings for people inside and outside the province; exchanging with the Commune Police force to prevent, arrest and handle violators.

According to Thanh Long Commune Police, in recent times, the People's Patrol Force has provided a lot of support to the Commune Police. When assigned tasks, members carry out their duties seriously, ensuring work requirements with a high sense of responsibility.

In 2022, the organization disseminated more than 3,000 times about the methods and tricks of black credit, gambling, fraud subjects... on Zalo network, mobilized households with relatives married to foreigners to go to the Commune Police to complete temporary absence declaration procedures, the Team also coordinated with the Police and Military to push and chase away 25 small-scale cockfighting and gambling dens; arrested 56 cases of traffic safety violations; reminded 250 cases of encroachment on traffic safety corridors... The People's Patrol Team also discovered, denounced and reported to the Police 105 cases of superstition, gambling, cockfighting, lottery, drugs, prostitution and many cases causing insecurity and disorder.

Mr. Tran Quoc Thai, born in 1988, the youngest member of the People's Patrol Team, shared: "During night patrols, when we detect a case of a motorbike rider not wearing a helmet, we will immediately remind them. For households that are still subjective and do not have the awareness to protect their property, often leaving their motorbikes in the yard at night, we have to go into the house to remind everyone to be aware of protecting their property."

To improve the effectiveness of the People's Patrol force in supporting the Commune Police to ensure security and order in the commune in the coming time, Mr. Tran Thanh Xuan - Captain of the People's Patrol Team of Thanh Long Commune said that it is necessary to strengthen the leadership of the Party, the management and administration of the government, and the direct guidance of the Commune Police for this work; fully implement appropriate policies and regimes as a motivation for the People's Patrol force to feel secure in their work and actively participate in maintaining security and order.

Major Pham Thanh Liem - Head of Thanh Long Commune Police assessed that the brothers in the People's Patrol Team worked very actively, joining hands to promote the strength of the masses in participating in protecting national security.

With its achievements, the Thanh Long Commune People's Patrol Team for two consecutive years (2021-2022) was honored to receive the flag "Leading unit in the emulation movement of the People to protect the security of the Fatherland" from the Chairman of the Provincial People's Committee.
