Tan Bien District: Lack of equipment and teachers

Recently, the survey team No. 2 of the Provincial People's Council led by Mr. Nguyen Hong Son - Vice Chairman of the Provincial People's Council conducted a survey of some schools in Tan Bien district. At Hoa Hiep Primary School (Hoa Hiep commune), in addition to the achievements in recent years, the team noted difficulties: minimum equipment for teaching and learning is only provided for grades 1 and 2; the school has functional rooms but they do not meet the regulations; the school only teaches one foreign language, English, not meeting the requirements for teaching two foreign languages ​​in parallel; the application of information technology for some older teachers is difficult.

Mr. Luong Van Nhanh - Principal of Hoa Hiep Primary School said that the provision of teaching equipment for grades 3, 4, and 5 is not under the authority of the District People's Committee, the Departmentof Education and Training and the school. Given the above situation, the school encourages teachers to make additional teaching aids to serve the teaching work.

There are 4 televisions installed on a metal frame with wheels, and the televisions are pushed to the class that needs them. The reason why older teachers are weak in information technology is because these teachers are used to using old equipment and have not actively researched and used modern technological equipment in teaching and learning.

At the meeting, Mr. Tran Van Loc - Permanent Vice Chairman of Tan Bien District People's Council requested the Department of Education and Training (DOET) to recommend the Provincial People's Committee to invest more in facilities for the school to ensure the quality of education according to regulations.

At Rang Dong Kindergarten (Tan Lap Commune), the main campus of the school still lacks classrooms and teachers. Ms. Vu Thi Huong - Principal of the school said that the school used to be a kindergarten so it did not open a nursery group. Since 2021, the school has changed its name to a kindergarten, opened a nursery group, and the number of children attending the school has increased. Therefore, the current number of classrooms at the main campus does not meet actual needs.

The shortage of teachers is a common situation in the district and the pressure of work. According to Circular 19/2023/TT-BGDDT dated October 30, 2023 guiding job positions and the number of employees in public preschools, a maximum of 2.5 teachers/class is arranged for kindergartens; 2.2 teachers/class, but currently, the school only has 1 teacher/class. Ms. Vu Thi Huong shared that to "fix" the shortage of teachers, every year, the school assigns teachers in a rotational manner and the Board of Directors participates in teaching in classes lacking teachers. Up to now, teachers have not received overtime benefits.

The principal of Rang Dong Kindergarten added that regarding the lack of classrooms, the school has proposed a plan for the 2026-2030 period to rebuild the entire school at the main location, including 10 classrooms and functional rooms.

Regarding the issue of teacher shortage, the school leaders recommended to the survey team and proposed to the authorities to have a policy of recruiting and supplementing enough teachers to better perform the task of caring for, nurturing and educating children, meeting current educational requirements. At the same time, they hoped that superiors would pay attention to solving the overtime regime for preschools lacking teachers.

Tay Ninh City: Lack of facilities and equipment

The delegation also surveyed educational activities at two schools in Tay Ninh city. At Tran Hung Dao Secondary School, according to the report, the quality of general students is still low, the rate of excellent students tends to decrease compared to the 2021-2022 school year. Some teachers have not kept up with modern trends with advanced teaching tools AI, ChatGPT... There is a lack of uniformity in facilities and teaching conditions. Some subject classes are not fully equipped with modern teaching aids such as projectors, televisions, and stable internet connections, affecting the effectiveness of information technology application.

The school leaders recommended that the Ministry of Education and Training increase the issuance of training materials on the application of new technology (on digital platforms) in teaching, for each subject and each level, with high practicality and easy application for general teachers; build a national open digital learning resource warehouse and a free online training system for teachers of all subjects, integrating self-study tools - self-assessment of professional qualifications and information technology.

In addition, the Ministry of Education and Training has specific policies to support students in difficult circumstances, such as supporting learning equipment and internet connection; researching and expanding streaming forms and models of vocational and cultural education linkage so that students have more flexible learning options, reducing exam pressure.

The school leaders also recommended that the province soon complete the investment policy and build a new Tran Hung Dao Secondary School on the land of Tay Ninh High School in a modern direction, meeting national standards.

On the other hand, increase investment in facilities and modern teaching equipment, ensure that at least each classroom has projection equipment, computers with stable internet connection to serve digital teaching and have equipment according to the minimum list prescribed by the Ministry of Education and Training; organize periodic and in-depth training for teachers on applying technology in teaching, innovating teaching methods, assessing according to capacity, classifying levels, for appropriate training.

In addition to the above difficulties, Ms. Nguyen Phuong Ha - Vice Principal in charge of Tran Hung Dao Secondary School reported that previously, the school had one principal and two vice principals. Recently, the principal retired, and soon, a vice principal will retire. Meanwhile, the school has a lot of work to handle. Therefore, Ms. Nguyen Phuong Ha proposed that the leadership soon appoint a principal for the school.

For Hoang Le Kha High School for the Gifted, although facilities and equipment have been invested, there is still a lack of creative spaces such as STEM classrooms, high-tech gardens, auditoriums, computer rooms for online testing, and dormitories that do not meet the needs of students.

In addition, the school lacks specialized teachers in some fine arts subjects, experiential activities, staff, and laboratory equipment. The reason is that the investment and construction budget is limited, and there is no source to recruit teachers in the above-mentioned majors.

In the recruitment work, students are mainly from Tay Ninh city and Hoa Thanh town, and have not attracted good students from districts and towns. The reason is that there is no policy to attract students to take the entrance exam to the school; the boarding area has not met the needs of students.

Mr. Ngo Khac Duc - Principal of Hoang Le Kha High School for the Gifted proposed that leaders of the education and training sector should soon advise the provincial People's Committee to adjust the study encouragement regime for students of specialized high schools; have preferential policies and support for students living far away; the education and training sector should continue to invest in modern facilities and teaching equipment, STEM classrooms, and missing items such as auditoriums, areas to support experiential activities, and renovate dormitories.

Mr. Nguyen Hong Son said that in the near future, the Provincial People's Council will have a separate supervision session with the Department of Education and Training and the Provincial People's Committee. The delegation will present the difficulties and problems of the schools and propose solutions and directions for resolution to the relevant authorities.
