Attending and chairing the conference were comrades: Nguyen Van Quyen - Party Secretary, President of Vietnam Lawyers Association; Nguyen Van Hue - Member of the Standing Committee, Head of the Department of Research, Development and Dissemination of Law, Vietnam Lawyers Association.

Also attending the conference were comrades who are members of the Standing Committee, members of the Central Executive Committee of the Association, leaders of the professional departments and the Central Office of the Association; comrades who are Standing Committee members of the Lawyers Association of 19 provinces and cities in the Northern region, and branches directly under the Central Association.

The conference is part of the 2023 Work Program, aiming to promote the role of the Association at all levels in disseminating and popularizing laws on environmental protection, improving knowledge of environmental protection laws for the Association's staff and members, as a basis for better performing the functions and tasks of the Vietnam Lawyers Association while contributing practically and effectively to the work of protecting resources and the environment, building a clean living environment, and improving public health.

In his opening speech, Dr. Nguyen Van Quyen - Secretary of the Party Committee, President of the Vietnam Lawyers Association said that the current environmental pollution situation in our country and around the world is at an alarming level and has become a pressing issue.

In recent years, according to the scale of the economy , population, level of industrialization, urbanization and international economic integration, environmental issues are becoming urgent, complex and sensitive issues, directly and multi-facetedly affecting the economic and social life of the country.

There are currently many industrial parks being built nationwide to meet the country's industrialization and modernization process. Some industrial parks have not been properly invested in, resulting in more serious environmental pollution due to their waste discharge activities.

Besides, the application of scientific and technological advances in agricultural production has not been strictly controlled. Spraying large amounts of chemicals on crops not only affects the health of people consuming the products but also pollutes the soil environment when a large amount of chemicals is not fully absorbed by the plants.

In addition, household waste, industrial waste, medical waste, agricultural waste, construction waste have also been problems in recent years...

Aware of the importance of this issue, from very early on, our Party and State have made environmental protection one of the major, vital policies of the country. Therefore, in recent times, the Politburo has also issued many important documents to guide this issue.

On the basis of institutionalizing the above guiding viewpoints, in recent times, the Law on Environmental Protection and guiding documents have been continuously amended and supplemented to meet the urgency in this field. At the same time, from 2003 to present, the Prime Minister has approved 3 National Environmental Protection Strategies.

In particular, solutions such as promoting propaganda, dissemination and legal education to create a strong change in the sense of responsibility of all levels, sectors, businesses and people in environmental protection; promoting the socialization of environmental protection activities; perfecting legal policies on environmental protection, etc. are put at the top of the overall solutions proposed.

Emphasizing that the Vietnam Lawyers Association is facing new development opportunities, affirming its position and role in the cause of building and protecting the socialist Fatherland. Especially when the Politburo recently issued Directive No. 14 on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation.

“As a political - social - professional organization with a system of Association organizations in 63 provinces and cities from the central to the grassroots level, the Vietnam Lawyers Association wishes to contribute part of its efforts to bring the Party and State's policies and laws on environmental protection into life,” emphasized Chairman Nguyen Van Quyen.

Previously, on October 5, 2018, the Vietnam Lawyers Association and the Ministry of Natural Resources and Environment signed a Coordination Program on coordination in the development, dissemination and education of laws in the field of natural resources and environment for the period 2018-2023.

Based on the proposal of the Vietnam Lawyers Association and the Ministry of Natural Resources and Environment, the Prime Minister agreed to assign the Vietnam Lawyers Association the task of "Propaganda and training to improve knowledge and skills on environmental protection for staff and members of the Lawyers Association at all levels".

Affirming the importance and significance of the training activities, the President of the Vietnam Lawyers Association requested that delegates attend the training fully and seriously, focus on following the presentation content of the reporters and actively participate in exchanging and discussing to clarify unclear issues so that after the training ends, each delegate will be a reporter, a propagandist to help raise public awareness of environmental protection.

Delegates attending the training listened to 8 topics presented by 5 speakers, including:

Environmental protection and sustainable development; Compensation for damages caused by environmental pollution presented by Prof. Dr. Le Hong Hanh - Editor-in-Chief of Law and Development Magazine, Vietnam Lawyers Association;

Legal regulations on environmental protection and practical implementation in sea encroachment projects and marine environmental protection; Laws on collection, classification, transportation, and treatment of domestic solid waste at source and practical implementation presented by Dr. Hoang Quoc Lam - senior expert, Center for Natural Resources and Environment Communication, Ministry of Natural Resources and Environment.

Environmental protection in mineral activities and practical implementation; Issues to note when applying administrative sanctions in the field of environmental protection presented by Mr. Hoang Van Vy - former Deputy Director of the Northern Environmental Protection Department, Ministry of Natural Resources and Environment.

Legal regulations on environmental impact assessment and current implementation practices in Vietnam were presented by Mr. Le Van Hop - Deputy Head of the Legal Consulting and Legal Aid Department of the Vietnam Lawyers Association.

5 ways for Vietnam Lawyers Association to participate in building policies and laws on environmental protection

Believing that the Vietnam Lawyers Association is facing new development opportunities, affirming its role and position in the cause of building and protecting the Fatherland, Mr. Nguyen Van Hue - Member of the Standing Committee, Head of the Law Research, Development and Dissemination Committee, pointed out the strengths and 5 methods of participation of the Vietnam Lawyers Association in participating in the development of policies and laws on environmental protection.

Firstly , participate in the Drafting Committee, Editorial Team of the Law on Environmental Protection, draft laws related to environmental protection and draft documents guiding implementation.

Second , participate in appraising and examining projects and draft legal documents on environmental protection.

Third , organize scientific seminars, discussions, conferences to contribute opinions and social criticism for draft legal documents on environmental protection.

Fourth , participating in reviewing, surveying, summarizing, and evaluating law enforcement practices to detect inadequacies, contradictions, or new issues arising in practice plays an important role in contributing to amending, supplementing, or promulgating new legal documents on environmental protection.

Fifth, participate in building regulations, village covenants, cultural conventions and other self-management regulations at the local, unit and facility levels, which incorporate environmental protection contents .
