Implementing the Plan "60 peak days of converting the model from lump-sum tax to declaration for business households" (from November 1 to December 30, 2025) of the Thai Nguyen Provincial Tax Department, Base Tax 6 is entering the final stage with the spirit of "60 days of action - Substantive transformation - Elevating business households to declare, transparently and modernly".

Moving from awareness to action

With 4,030 business households operating in 13 northern communes and wards of the province that are subject to conversion, the staff and civil servants of Tax Department 6 are making efforts every day to complete the target, ensuring the conversion takes place on schedule, in accordance with its nature and brings long-term effectiveness.

Previously, most business households in the area operated under the lump-sum tax model, meaning that the tax authority determined revenue and tax payable based on surveys and estimates. This approach was suitable for the period when the economy was still mainly cash-based and small-scale. However, in the context of digital transformation and the need for greater transparency in tax management, the declaration model - where business households self-determine revenue, expenses, and tax obligations - is considered an inevitable step forward.

To realize this goal, the Tax Departments of 6 Thai Nguyen provinces have synchronously deployed many solutions from propaganda and mobilization to technical guidance, declaration support and implementation supervision. Each tax officer is not only a person who carries out the task but also a "bridge" to help business households clearly understand the rights, obligations and long-term benefits of the conversion.

Mr. Tran Xuan Sang, Head of Tax Department of 6 Thai Nguyen provinces, said: We have determined that the model conversion is not only an administrative task but also an opportunity to help business households change their mindset, instead of passively paying taxes as before, they will proactively declare, transparently and professionally. Therefore, all implementation activities are associated with the spirit of support and companionship. The unit strives to complete 100% of the propaganda and support plan for business households to register from contract to declaration by November 14, to officially apply on January 1, 2026.

Right from the beginning of the peak implementation month, tax teams have classified households and developed specific work plans for each area. In the areas of Bac Kan, Duc Xuan wards, Phong Quang commune, where many households are concentrated in service, food and beverage, retail businesses, etc., tax officers have proactively coordinated with ward and commune authorities and residential groups to organize propaganda and on-site guidance.

In Cho Don, Phu Thong, Cam Giang communes, etc., where businesses mainly operate in the fields of agricultural products, construction materials, and small-scale mechanics, mobile consultation sessions are held at the commune center, helping people easily access information without having to travel far.

Towards a modern and transparent tax administration

To achieve the goal in 60 days, Thai Nguyen Tax Department 6 has thoroughly applied information technology. Tax departments use business management software, update progress daily, helping unit leaders monitor and coordinate human resources appropriately. At the same time, digitizing tax records and electronic declarations via the eTax Mobile application helps significantly reduce processing time and avoid overlapping documents.

Tax officers are assigned to each group of households, directly guiding installation, logging in and performing electronic declarations. In each working session, they not only provide technical guidance but also clearly explain the meaning of revenue transparency, creating a foundation for business households to access credit, expand scale, and participate in e-commerce platforms.

Mr. Dang Dinh Hoang, Head of the Tax Legal, Budgeting and Professional Team of 6 Thai Nguyen provinces, said: We consider the transition to declaration not simply a tax duty, but the first step for business households to access the digital economy. Once they have transparency in cash flow and good revenue management, it will be easier to expand production, business or borrow from banks.

Undeniably, the implementation process still faces many challenges. Many small businesses are not familiar with bookkeeping, are concerned about procedures or do not have smart devices to declare online. Some households are still hesitant, fearing that declaring will increase tax obligations.

Faced with that reality, the Tax Department 6 has directed to “go to every alley, knock on every door”, grasp each case, and analyze specifically so that people understand that declaration does not increase taxes, but on the contrary, helps them to determine their obligations more accurately and fairly… Thanks to that active companionship, the spirit of response in the business household community is spreading more and more strongly. From being worried, many people have now proactively declared and confidently managed their business activities.

Ms. Tran To Uyen, owner of Chien Vien Bicycle Shop, Branch 2, Group 3, Bac Kan Ward, shared: Before, I thought tax declaration was very complicated and required an accountant to do it. But with the careful guidance of the tax officer, I found the process very clear and could do it right on the phone. The declaration helps me be more proactive and know exactly the revenue, expenses, and profits and losses of the shop.

The “60 peak days” plan is not only meaningful in terms of time, but also a strong commitment of the Tax sector in innovating management methods, focusing on taxpayers. The conversion of the tax model from lump-sum tax to declaration is considered an important turning point, creating a premise for the application of electronic invoices, cashless payments and smart management solutions in the future.

When business households proactively declare and make their revenue transparent, it not only helps tax authorities manage more effectively, but also opens up opportunities for the local private economy to develop more sustainably and modernly. That is also the consistent spirit that the Tax sector is aiming for, a fair, transparent tax management system that accompanies development.
