Elevating the Vietnam - Japan Extensive Strategic Partnership

The official visit to Vietnam by President of the House of Councilors of Japan Otsuji Hidehisa took place in the context of the good development of Vietnam - Japan relations and was carried out in the year the two countries celebrated the 50th anniversary of establishing diplomatic relations (1973-2023).

The Vietnam-Japan Extensive Strategic Partnership has developed strongly and comprehensively in recent years, with a high level of political trust. Exchanges and contacts at high levels and across channels have been vibrant. Senior leaders of the two countries have maintained regular visits and contacts at international and regional forums.

Economic cooperation is a bright spot in the relationship between the two countries. Japan is Vietnam's leading economic partner, ranking first in ODA, second in labor cooperation, third in investment and tourism, and fourth in trade.

Cooperation in the fields of defense, security, health, culture, labor, agriculture, education and training, climate change response, etc. has been strongly promoted. The two sides coordinate closely and effectively, supporting each other at multilateral forums and on international and regional issues of mutual concern.

In the positive development of the extensive strategic partnership between the two countries, cooperation between the Vietnamese National Assembly and the Japanese Parliament has been constantly strengthened and developed.

The two sides regularly maintain high-level exchanges and contacts and share experiences between committees and parliamentarians of the National Assembly, contributing to the practical implementation of agreements reached by the two countries' senior leaders, supporting the activities of the governments and promoting people-to-people diplomacy, as well as facilitating cooperation programs and projects between the two countries. The Vietnamese National Assembly and the Japanese Parliament also promote exchanges within the framework of the Friendship Parliamentarians' Groups, Women Parliamentarians' Groups and Young Parliamentarians' Groups of the two countries.

At multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF) and the ASEAN Inter-Parliamentary Assembly (AIPA), the Vietnamese National Assembly and the Japanese Parliament share similar views on building and maintaining a peaceful and stable environment for development; regularly support each other in their views on handling maritime and aviation security issues in the region, as well as on the East Sea issue.

2023 marks an important milestone, as the two countries celebrate the 50th anniversary of diplomatic relations. The two countries are working closely to implement the agreement reached at the online meeting earlier this year between General Secretary Nguyen Phu Trong and Prime Minister Kishida Fumio on creating a breakthrough, bringing the relationship between the two countries to new heights.

Taking place in a year of special significance, the official visit to Vietnam by President of the House of Councilors of Japan Otsuji Hidehisa continues to demonstrate that Japan attaches importance to its relations with Vietnam, placing Vietnam at a high position in Japan's foreign policy. At the same time, the visit is a concrete step to realize the spirit of the joint statement of the two countries in November 2021 towards a new stage of the Vietnam-Japan Extensive Strategic Partnership.

Welcoming the President of the House of Councilors of Japan Otsuji Hidehisa on an official visit, Vietnam continued to affirm the foreign policy identified by the 13th National Party Congress as independence, self-reliance, multilateralization, and diversification; proactively and actively integrating comprehensively, deeply, and effectively into the international community; maintaining a peaceful and stable environment; and constantly enhancing the country's international position and prestige.

The visit affirms the consistent policy of the Party and State of Vietnam to attach importance to the Vietnam-Japan relationship; wishes to promote more substantive and comprehensive cooperation, consolidate the friendship and understanding between the people of the two countries increasingly deeper and closer. At the same time, it further strengthens cooperation between the legislative bodies of the two countries, contributing to promoting the strong and extensive development of the Vietnam-Japan relationship.

The official visit to Vietnam by President of the House of Councilors of Japan Otsuji Hidehisa marked a new milestone in the 50-year journey of good cooperation between Vietnam and Japan, contributing to further developing the extensive strategic partnership between the two countries in a profound and comprehensive manner and further enhancing the stature of Vietnam-Japan relations in the new period.
