Increase maximum speed of 8 expressway sections to 90km/h

On February 2, the Ministry of Transport (MOT) sent a document to relevant units regarding the adjustment to increase the operating speed of the expressway with 4 lanes for motor vehicles with a median strip (2 lanes in each direction).

Accordingly, 8 sections of 4-lane limited expressway can operate at a maximum speed of 90km/h instead of 80km/h as present with cars, passenger vans up to 30 seats, trucks up to 3.5 tons with increased speed including: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet, Lao Cai - Kim Thanh.

The Ministry of Transport requests the Department of Construction Investment Management to be responsible for directing project management boards and investors of expressway projects with a scale of 4 lanes with a median strip (also known as limited 4-lane expressways) to review the routes under management or temporary exploitation, check technical factors to ensure that they meet the operating speed of 90km/h as prescribed; Adjust the operating speed in the route traffic organization plan, and submit it to the Vietnam Road Administration for approval.

The process of adjusting speed signs must ensure the necessary technical solutions for synchronous and safe operation.

As for the 15km long Cao Bo - Mai Son expressway, because the route has 4 bridges without a continuous hard median strip, it does not ensure the required length of the acceleration section, so for now, the operating speed will not be adjusted to increase until the route is upgraded and expanded to meet technical requirements.

Based on the traffic organization plan prepared and submitted by investors and management units, the Vietnam Road Administration approves the traffic organization plan to adjust projects that are eligible to increase the operating speed. At the same time, direct the Road Management Areas that are managing the operation of the investment-phased expressways to complete the necessary procedures to increase the operating speed to meet travel needs.

To effectively implement the Prime Minister's Official Dispatch No. 10/2024 on strengthening solutions to ensure traffic order and safety during the Lunar New Year and Spring Festival 2024, the Ministry of Transport requests agencies and units to direct investors and management and exploitation units to adjust the speed limit for expressways with investment phases that are eligible to be completed before the Lunar New Year to contribute to reducing traffic congestion and better meet people's travel needs during the holidays.

The Ministry of Transport directs the Vietnam Expressway Administration and the Department of Construction Investment Management to perform the functions of the specialized construction agency under the Ministry of Transport for expressway construction investment projects that are being prepared or being invested in nationwide as assigned to ensure synchronization and unity in operation speed.

Previously, in a proposal to the Ministry of Transport, the Vietnam Road Administration said that recently, the expressway sections including My Thuan 2 bridge and the approach roads at both ends of the bridge; My Thuan - Can Tho; Trung Luong - My Thuan; Tuyen Quang - Phu Tho have been invested by the Ministry of Transport, the People's Committee of Tien Giang province, the People's Committee of Tuyen Quang province with 4 lanes for motor vehicles, with a hard median strip separating the two directions of traffic and allowing operation at a maximum speed of 90km/h. During the recent operation period, the work of ensuring traffic order and safety has been stable so far.

From here, the Department of Roads recommends that the Ministry of Transport direct and request investors who are building and managing expressways, and agencies managing investment-phased expressway sections to design with 4 motor vehicle lanes of similar scale, with a hard median strip separating the two directions of traffic, organize and adjust the maximum speed limit signs to 90km/h and adjust the signs to keep a safe distance at this speed.
