On August 25, at the Ban Gioc - Duc Thien Waterfall Scenic Area (China), comrades: Trinh Sy Tai, Chief of Office of the Provincial People's Committee, Chief of the Standing Office of the Coordination Committee of Cao Bang province; Ban Hoa Can, Deputy Director of the Department of Culture and Tourism of the Guangxi Zhuang Autonomous Region (China) headed the delegation to co-chair the 10th meeting to exchange and discuss issues related to the closed management method; organize the announcement ceremony of the opening of the Ban Gioc - Duc Thien Open Path and pilot operation for tourists to visit the scenic areas on both sides.
In a friendly and solidarity atmosphere, the two sides discussed and agreed on a number of contents: For the operation of the landscape area, the pilot operation period is temporarily determined to be 1 year, from 9:00 Hanoi time (10:00 Beijing time) on September 15, 2023 to 16:00 Hanoi time (17:00 Beijing time) on September 14, 2024; Regarding the management plan using "soft fences" by the Vietnamese side at the main entrances and tourist attractions, the Vietnamese side will install guard stations, surveillance cameras, and arrange signs. During the pilot operation period, visitors from both countries will register in advance in the form of groups going out and groups coming in, with each group not exceeding 20 people.
The stopping time of each group on the other side must not exceed 5 hours, illegal stay of tourists is strictly prohibited; tourists use passports (no visa required), entry and exit permits to enter the scenic areas on both sides; during the pilot operation period, entrance fees are exempted for tourists from the Vietnamese side entering the Chinese side, the group organizer on the Vietnamese side must buy insurance for tourists before entering the scenic area on the Chinese side, other services must be paid for by themselves according to actual costs; tourists from the Chinese side entering the Vietnamese side must buy tickets, the ticket price is 70 thousand VND/person/time (including insurance, excluding other service fees).
The two sides agreed to jointly organize a pilot operation ceremony for tourists to cross the Ban Gioc waterfall landscape area (Vietnam) - Duc Thien (China) at the Control Station of the area of landmark 834/1 at 9:00 Hanoi time (10:00 Beijing time), September 15, 2023.
Regarding the implementation of the opening procedure, the two sides continue to report to the competent authorities of each side according to regulations; strengthen propaganda work on the pilot operation for tourists from both sides to travel through the landscape area.
The pilot operation of the Ban Gioc Waterfall Landscape Area demonstrates the determination of the two countries to build a peaceful, friendly, cooperative and developed border. The cooperation model of the two countries - the two areas plays an important role in economic development cooperation, friendly exchange in the border area, especially tourism development, enhancing people-to-people exchange between the two provinces, especially building a model of cross-border tourism and green tourism.
At the end of the meeting, the two sides signed a record of the agreed contents.
