Tomorrow, the opening of the 6th Session, 15th National Assembly

Before the opening of the session, at 7:15 a.m., leaders of the Party, State, Vietnam Fatherland Front, and National Assembly deputies laid wreaths and visited President Ho Chi Minh's Mausoleum.

At 8:00 a.m., the National Assembly held a preparatory meeting. At the meeting, National Assembly deputies listened to the speech of National Assembly Chairman Vuong Dinh Hue; Member of the National Assembly Standing Committee, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong reported on the reception, explanation, and revision of the draft Program of the 6th Session of the 15th National Assembly. After that, the National Assembly discussed and voted to approve the Program of the 6th Session of the 15th National Assembly.

At 9:00 a.m., the National Assembly held the Opening Session of the 6th Session of the 15th National Assembly at Dien Hong Hall, National Assembly House. The Opening Session was broadcast live by Voice of Vietnam (VOV1), Vietnam Television (VTV1), and Vietnam National Assembly Television.

It is expected that at this session, the National Assembly will consider and pass 9 draft laws including: Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Identity Law; Law on Credit Institutions (amended). The National Assembly will also consider and pass 1 draft resolution: Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

In addition, the National Assembly will consider and comment on 08 draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction.

In reviewing and deciding on socio-economic issues, the National Assembly will assess the results of the implementation of the socio-economic development plan and the state budget in 2023 and review and decide on the socio-economic development plan, state budget estimates, and the central budget allocation plan in 2024 (including reviewing the implementation of the state budget public investment plan in 2023 and deciding on the state budget public investment plan in 2024; reviewing the 3-year state budget-finance plan for 2024-2026). Review mid-term assessment reports: results of the implementation of the 5-year plans for the period 2021-2025 on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

In addition, the National Assembly will also review reports on judicial work, including: Report of the Chief Justice of the Supreme People's Court on the work of the People's Court; Report on the work of the Chief Prosecutor of the Supreme People's Procuracy (including the results of the work of receiving citizens, handling complaints and denunciations of the People's Court and the People's Procuracy according to the provisions of the law on litigation and the implementation of Resolution No. 96/2019/QH14, the implementation of Resolution No. 33/2021/QH15); Reports of the Government on: work to prevent and combat corruption, work to prevent and combat crimes and violations of the law, work to execute judgments in 2023 (including the content on the work of management, execution of temporary detention, temporary imprisonment and the implementation of Resolution No. 96/2019/QH14).

Regarding supervision, the National Assembly will also conduct questions and answers from National Assembly deputies on the responsibilities of Government members and heads of sectors in implementing a number of resolutions of the 14th National Assembly on thematic supervision, questioning and resolutions of the National Assembly on thematic supervision, questioning from the beginning of the 15th term to the end of the 4th session. Conduct thematic supervision on "Implementation of the National Assembly's Resolutions on National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

According to the schedule, at this 6th Session, the Central Committee of the Vietnam Fatherland Front will report on the synthesis of opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly. The National Assembly will consider and decide on the adjustment of a number of contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; Consider the Report of the National Assembly Standing Committee on the results of the supervision of the settlement of voters' recommendations sent to the 5th Session of the 15th National Assembly; Consider the results of citizen reception, handling of petitions, complaints and denunciations of citizens in 2023; Consider the report on the results of the review of the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session of the 15th National Assembly. In particular, the National Assembly will conduct a vote of confidence for people holding positions elected or approved by the National Assembly.

In the past time, the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Secretary General of the National Assembly, the Ethnic Council, the National Assembly Committees, the agencies under the National Assembly Standing Committee, the National Assembly delegations, the National Assembly deputies, the National Assembly Office and relevant agencies, organizations and individuals have urgently prepared the contents to be submitted to the National Assembly for consideration and decision at the 6th Session.
