According to the Ha Long City People's Committee, currently, on the world natural heritage site of Ha Long Bay, there are only two licensed beaches on two islands, Ti Top and Soi Sim. However, only Ti Top beach is open to visitors, while Soi Sim island is still abandoned.
Ha Long Bay has many beautiful beaches but tourists are not allowed to set foot on them.
While the demand for swimming in the sea is very high. At many times, the number of visitors to Ti Top beach is overloaded, leading to overcrowding, making many people scared and having to get on the boat to go home.
Mr. Nguyen Quoc Trung, Director of Thien Trang International Tourism Company Limited, said that many times when taking tourists to visit Ha Long Bay through many places with beaches, everyone regretted not being able to go down and have fun.

"When the cruise ship takes tourists to Ti Top Island, everyone looks at it with pity because of the scene of fighting for every meter of water. The showers are operating at full capacity. For so many years, I don't understand why Ha Long Bay only has one beach open to visitors," Mr. Trung wondered.
While the leader of the Ha Long Bay Management Board admitted that statistics show that Ha Long Bay has nearly 200 small, beautiful beaches located at the foot of the rocky islands. However, according to this person, in order for these beaches to operate, safety must be given top priority. In addition, due to problems with the construction of houses, public toilets... to implement this is a problem because Ha Long Bay has many levels of management from Ha Long City to Quang Ninh Province, the Ministry of Culture, Sports and Tourism and UNESCO, so there is still only one licensed beach.

Recently, the authorities of Ha Long City discovered 3 cruise ships transporting passengers in violation of regulations and organizing illegal entertainment events on Ha Long Bay.
Specifically, on July 12, the working group of the Ha Long City People's Committee discovered that 120 tourists on the passenger list of the two ships Au Co 01 QN-8889 and Au Co 02 QN-8989; 30 tourists on the passenger list of the ship Star Light QN-7777 were organizing recreational activities on Ban Chan sandbank, Bo Hung island (Ha Long Bay).

According to the Ha Long Bay Management Board, entertainment events are not allowed in the Ban Chan sandbank area. In addition, cruise ships visiting Ha Long Bay must take passengers on the itinerary for which they have purchased tickets, following the sightseeing routes prescribed by the authorities.
Mr. THL, director of a cruise ship that stays overnight on Ha Long Bay, said that some businesses are forced to organize tours to beaches on Ha Long Bay even though they know it is wrong. "The demand from tourists is there, and businesses are ready to take action with safety equipment. There is no need for shower rooms because the cruise ships all have beautiful, modern bathrooms," he said.
It is known that in early 2023, the People's Committee of Ha Long City planned to open a number of beaches in Ha Long Bay to reduce the load on the beach on Ti Top Island, but so far nothing has been seen. Therefore, tourists visiting Ha Long Bay can only see the beach and do not know when they can step down.
Explaining why Ha Long Bay only has one beach, a representative of the Ha Long Bay Management Board said that previously, Quang Ninh province had a separate regulation on beach standards. In particular, each beach must have at least 2 fresh water shower houses, lockers for visitors, public restrooms that meet the criteria of the General Department of Tourism, and a waste collection and treatment system that ensures environmental hygiene according to national technical standards. Construction of works will destroy the landscape, and procedures take a long time to obtain permission from local authorities to ministries and central agencies, so up to now, Ha Long Bay still lacks beaches.
