On December 19, the Office of the Hanoi People's Committee informed about the settlement and remediation of the consequences of the fire at the coffee shop at 258 Pham Van Dong, Bac Tu Liem District.
According to Hanoi City Police, late on December 18, the 114 switchboard - City Police Command Information Center received a report of a fire at the aforementioned coffee shop, with many people trapped inside. Immediately, Hanoi City Police mobilized the fire prevention and fighting police force to the scene.
By 11:40 p.m. the same day, the fire was under control. Authorities guided, assisted, and brought 7 people out and discovered 11 dead.
Through initial verification, the police suspected that the coffee shop was burned. At around 0:00 on December 19, the police arrested the suspect, Cao Van Hung (born in 1973; residing in Dai Mach commune, Dong Anh district, Hanoi; had 2 previous convictions for "Robbery" and "Theft of property").
At the police station, Hung confessed that on the evening of December 18, he went to the restaurant at 258 Pham Van Dong to drink beer and then had a conflict with the staff. Hung bought gasoline and poured it on the first floor of the restaurant, where there were many motorbikes, then set it on fire. When he saw the fire, Hung left.
Early morning of December 19, the Investigation Police Agency - Hanoi City Police issued a decision to prosecute the "murder" case and prosecute the accused Cao Van Hung.
On behalf of the Government, Prime Minister Pham Minh Chinh sent his condolences to the victims' families. The Prime Minister requested to focus on overcoming the consequences; urgently investigate the case, and strictly handle violators. The Hanoi People's Committee organized thoughtful visits, promptly encouraged and provided material and spiritual support to the victims' families, and treated the injured victims.
To date, authorities have identified 6 victims of the fire, of which 3 have been handed over to their families to take home for funeral arrangements.
The Hanoi Department of Labor, War Invalids and Social Affairs has supported each family of the deceased with 25 million VND; Bac Tu Liem District has supported each family of the deceased with 75 million VND and 3 million VND for transportation to bring the body back to their hometown. The Hanoi Fatherland Front Committee has allocated the city's Relief Fund to support 5 million VND/deceased person; 3 million VND/injured person.

On the afternoon of December 19, chairing a meeting of the Standing Committee of the City Party Committee to listen to reports and instructions related to the above case, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized that this is an especially serious murder case; requested that judicial agencies soon have an investigation conclusion, complete the file, and bring it to trial in the fastest time.
On the same day, 4 injured victims who were treated at E Hospital were transferred to Bach Mai Hospital for treatment because their injuries could develop suddenly and require specialized emergency equipment.
