According to the Military Command of Ha Giang province, in recent years, the Provincial Military Party Committee has focused on leading and directing innovation and improving the effectiveness of propaganda and legal dissemination work. Through many good models and creative methods, it has brought about breakthroughs in building "cultural" behavior and awareness in complying with State laws and military discipline of officers and soldiers of the provincial armed forces.

Accordingly, the Provincial Military Command's Law Education Council has guided agencies and units to implement "Military Law Day" with many creative contents and forms, suitable to the specific characteristics of the unit. The content of legal education focuses on the Constitution, codes, laws on military, national defense, national border security protection, Vietnam's Law of the Sea and regulations related to specialized fields.

Party committees and commanders of agencies and units have effectively implemented models and methods such as "Military psychological and legal consulting group", dramatization forms, and legal knowledge competitions. In addition, they have organized the study of legal topics combined with political news announcements; integrated into internal radio programs, unit meetings, and daily newspaper reading with participation reaching over 98.8%; promoted the role of mass organizations and military councils in disseminating legal education.

Up to now, 100% of agencies and units under the Military Command of Ha Giang province have built legal bookcases suitable for each target group. In addition, many effective propaganda models have been implemented, such as monthly "Law Day", "One legal question a day"... Thanks to that, the amount of legal information reaching officers and soldiers is increasingly rich and diverse; officers and soldiers' awareness of State law, military discipline and unit regulations has been raised; soldiers' awareness of law compliance has changed positively.

For example, at Regiment 877, with the propaganda motto of "easy to remember, easy to understand, easy to implement", the Party Committee and the Regiment Commander have directed units to develop comprehensive, focused and key propaganda content; spending a lot of time on content directly related to the rights and obligations of officers and soldiers. The unit's legal teaching team has developed lecture content, questions and answers that are concise, straight to the point, and closely related to real life so that officers and soldiers can easily absorb them.

Replicating good and creative practices

Not only raising legal awareness of officers and soldiers; with each field trip to do mass mobilization work, units under the Provincial Military Command also coordinate with localities to effectively implement Project 1371; organize propaganda and extensive legal education among all classes of people. In particular, the Steering Committee of Project 1371 of the Provincial Military Command directed and selected the Military Commands of Quan Ba ​​and Vi Xuyen districts as pilot units in organizing the implementation of the Project; thereby drawing experience to replicate good and creative practices.

Promoting the experiences and effectiveness of pilot units; in 2023, in the process of implementing the plan to organize field trips combined with mass mobilization work in Phu Nam commune, Bac Me district; the Provincial Military Command directed Regiment 877 to apply many flexible and creative forms such as cultural, artistic and sports exchanges; creating leaflets on the Law on Military Service, the Law on Militia and Self-Defense Forces, the Law on Reserve Mobilization... to disseminate legal information to local people.

The Steering Committee of Project 1371 at the district level and agencies and units under the Provincial Military Command coordinate with local judicial, cultural, information and communication agencies to consolidate, circulate, support and supplement legal books for the "Legal Bookcase" in reading rooms and libraries located in communes, wards and towns; build a system of billboards, posters and slogans for visual propaganda. In addition, maintaining order and depth, many models, movements and initiatives have been and are being implemented at the grassroots level such as "All people participate in protecting territorial sovereignty and national border security in the new situation", "Provincial armed forces join hands for the poor, leaving no one behind", "Skillful mass mobilization" to build "Good mass mobilization units".

According to statistics from the Provincial Military Command, in 2023, 150 concentrated propaganda sessions were organized for officers and soldiers, attracting over 25,000 listeners; 1,200 news, articles, and photos were disseminated on mass media and social networks; 50 propaganda sessions were organized for 6,500 people in Bac Me, Quang Binh, and Quan Ba ​​districts. On the other hand, 10 laws were compiled with 36,000 leaflets distributed to a number of localities as propaganda materials; 15 new portable speakers, 18 projectors, 55 slogans, and 40 billboards were purchased to serve visual propaganda work well...

The results achieved have contributed to enhancing the role and responsibility of Party committees at all levels in propaganda and legal dissemination work; raising awareness and legal consciousness for cadres, soldiers and people, especially in key areas, remote areas, ethnic minority areas, contributing to stabilizing security and order, curbing crime; creating favorable conditions for investment in economic, cultural and social development, hunger eradication and poverty reduction, and new rural construction in the locality.
