The Ho Chi Minh City Department of Construction has just sent a document to the Vietnam Register proposing to study, amend and supplement circulars related to registration activities; consider and propose the Ministry of Construction to integrate and supplement provisions or issue regulations and technical standards related to converting electric motors for gasoline-powered vehicles.
In mid-October 2025, the Ho Chi Minh City Department of Construction chaired a meeting to listen to Motorcycles TV Trading and Service Company Limited present the Project on Electric Motor Conversion System for Gasoline Vehicles. The meeting was attended by representatives of the Vietnam Register, the Vietnam Association of Motorcycle Manufacturers (VAMM), the City Automobile and Power Equipment Association, and the 50-03S Motor Vehicle Registration Center.
Representatives of the units support creative improvements of individuals and organizations in the field of motor vehicle renovation; especially the renovation and conversion of electric motors for old motorbikes and scooters in circulation. This helps save on new investment purchases, limiting the increase in the number of personal vehicles. The unit's proposed solutions for converting electric motors for gasoline-powered vehicles are similar to hybrid cars.
A representative of the Vietnam Register said that there are currently no specific regulations on converting motorbikes and scooters to electric motors. Current legal documents have not yet mentioned this content in detail. Therefore, the activities of testing and evaluating the conversion and conversion of motorbikes and scooters using gasoline to electric motors still do not have a legal corridor for official implementation.

Along with that, the Vietnam Register considers supporting and guiding Motorcycles TV Trading and Service Company Limited to register for testing and evaluating the quality of the unit's electric motor conversion products for motorbikes./.
