On the morning of June 28, the Department of Agriculture and Rural Development and the Thanh Hoa Irrigation Science Association held a scientific workshop on "Researching solutions to increase reservoir capacity, ensuring water security, serving rapid and sustainable socio -economic development in Thanh Hoa province".

Thanh Hoa has an average total surface water volume of about 20 billion m3 /year. Of which, endogenous water is 9.7 billion m3 and groundwater in the province is about 0.3 billion m3 /year, the rest is exogenous water from Lao PDR and neighboring provinces. The average water volume per capita of the province is about 5,600 m3/person/year, quite low compared to the whole country (9,000 m3 /person/year). However, the endogenous water volume only reaches an average of 2,665 m3 /person/year, while the amount of water that can be proactively used only reaches an average of 1,648 m3 /person/year, less than 2,000 m3 /person/year (according to the standards of the International Water Association - IWRA). Thus, Thanh Hoa province is at the threshold of a water resources crisis area.

After many periods of development, up to now, Thanh Hoa province has built 2,524 irrigation works, including 610 reservoirs (including Cua Dat reservoir, a particularly important national reservoir, managed by the Ministry of Agriculture and Rural Development), 1,023 dams, 891 pumping stations and 14 hydroelectric works. However, many dams and reservoirs built in the 60s and 70s of the 20th century have exceeded the life span prescribed by the design, not ensuring the safety of water storage during the rainy and flood season...

Faced with the above situation, at the workshop, delegates focused on discussing solutions for effective management and use of freshwater resources in Thanh Hoa province, such as: Investing in building new water storage and water regulation works; investing in water transfer works from areas with surplus to areas with shortage, areas with frequent droughts, areas with large increases in water use; upgrading degraded water exploitation and use works. Focusing on upgrading to ensure the safety of reservoirs, increasing water storage capacity for lakes with favorable hydrological conditions...

Also at the workshop, experts introduced urgent issues and basic requirements for ensuring water security, dam and reservoir safety in the current situation. Introduced basic contents of the Disaster Prevention and Control and Irrigation Planning for the 2021-2023 period, vision to 2050, issues related to water security, dam and reservoir safety. Solutions for managing, protecting, exploiting, using and developing water resources to improve the effectiveness of implementing Conclusion 36-KL/TW of the Politburo on ensuring water security and dam and reservoir safety by 2030, vision to 2045. Disaster prevention and control planning and response plan for Thanh Hoa province by 2030, vision to 2050.
