Earlier, during a Security Council meeting on November 5, Mr. Putin instructed the Ministry of Foreign Affairs, the Ministry of Defense , intelligence agencies and civil authorities to submit proposals on Russia's possible preparations for nuclear weapons tests if the US lifts the moratorium on nuclear tests under the Comprehensive Nuclear-Test-Ban Treaty (CTBT).
"Regarding the directive of President Vladimir Putin at the Security Council meeting on November 5, the directive has been approved for implementation and is being implemented. The public will be informed about the results," Minister Lavrov told reporters.

The reason given by Russia for its decision to resume nuclear weapons testing was a similar statement earlier from US President Donald Trump.
As is known, President Trump said on October 30 that he had instructed the Pentagon to immediately resume nuclear weapons testing, citing that several other countries had done so.
Mr Trump did not clarify what tests he was talking about, whether he was referring to detonating nuclear warheads, among other things.
"So far, Moscow has not received any explanation about President Donald Trump's intentions when he announced the resumption of nuclear tests," Minister Lavrov said.
"It is not clear whether it was a test of nuclear weapons delivery vehicles, or the conduct of so-called subcritical tests. Or maybe Donald Trump really talked about Washington's intention to resume large-scale nuclear tests," Lavrov added.
"Subcritical testing" refers to testing that does not result in a nuclear reaction and is carried out by all nuclear states to maintain the safety and combat capability of their nuclear arsenals.
