The conversation in early September 2024 with Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Ngoc Hoi District Nguyen Chi Tuong took place in an open and friendly atmosphere in the land where "one rooster crows, three countries can hear". With a sincere and straightforward manner, the head of the district government outlined and summarized the development path in the Kon Tum border area.

Ngoc Hoi has an important geographical, economic and political position with a border of over 64km bordering Laos and Cambodia, a place where many unique cultures, rich in identity, with over 57% of ethnic minorities, mainly the Xo Dang and Gie Trieng people. This is the intersection of Indochina, located on the East-West economic corridor of the Cambodia-Laos-Vietnam Development Triangle.
Possessing a prime location with advantages for diverse economic development, in recent years, Ngoc Hoi has focused on promoting and attracting investment, unlocking potentials and advantages, removing "bottlenecks", creating momentum for socio-economic development with solid and synchronous results and progress in all fields, especially economic growth, development in the right direction and efficiency. Industrial production has achieved many achievements, attracting many new projects to industrial parks and clusters.
The outstanding mark after 4 years of implementing the Resolution of the 7th District Party Congress for the 2020-2025 term is that the basic targets were completed on schedule, the economic structure shifted in the right direction; the area of crops such as coffee, rubber, macadamia, fruit trees, medicinal plants, newly planted forests... reached and exceeded the plan.
In particular, high-tech agriculture is applied in production, the investment and business environment is significantly improved, budget collection and disbursement of public investment capital achieve high results, industrial production - construction, trade - services recover positively, collective economy and cooperatives continue to innovate and improve efficiency, planning management and construction order are implemented methodically, closely and synchronously.

According to the Standing Vice Chairman of the People's Committee of Y Lan district, in 2023 and the first 8 months of 2024, the total production value reached 9,403 billion VND, equal to 104% of the plan and 114% compared to the previous year. Total state budget revenue in 2023 reached nearly 422 billion VND. Average income per capita reached over 52 million VND/year. The district has 12 products certified with 3-star OCOP at the provincial level. Import-export activities through Bo Y International Border Gate achieved positive results. Tourism development continues to be focused with over 8,000 visitors to the district. The whole district has 166 operating enterprises, 38 cooperatives and cooperatives. By August 2024, 7/7 communes met new rural standards; 24/27 schools met national standard schools.
In particular, the work of improving the investment environment, enhancing competitiveness and attracting investment has changed significantly. The competitiveness index at the department, branch, district and town levels has increased and always ranked first among the districts and cities of Kon Tum province.
Resolution of the 16th Congress of the Kon Tum Provincial Party Committee and the 7th Congress of the Ngoc Hoi District Party Committee, term 2020-2025, determined to build up to the standards of a new rural district and a type IV urban area. Up to now, the criteria for a new rural district have been basically met, and the procedures are being carried out to request the Prime Minister to recognize it in 2024, "finishing" 1 year ahead of schedule and being the first district in Kon Tum province to "finish" a new rural area; as for the type IV urban area criteria, the criteria on structure and level of socio-economic development, infrastructure, and urban landscape have been basically met.

Former Deputy Secretary of the District Party Committee and Chairman of the District People's Committee Chau Ngoc Lan said that in the memories of many Ngoc Hoi residents, the poverty of the past is still very clear. Now, mentioning it is not to feel sad, but to appreciate more the willpower and determination of generations after more than 30 years of the district's establishment.
The people in this land of the three-border junction are always resilient, wholeheartedly following the Party, following Uncle Ho to make revolution, going through the most difficult days of the war and in the cause of building and constructing the homeland. Through many ups and downs, they are still as steadfast as trees in the middle of the forest, courageously fighting against nature to survive and move forward. That is the foundation, the root, the driving force for the Party Committee, the government, and the ethnic people of Ngoc Hoi district to further cultivate the will and nurture the desire for change.
Mr. A Xem, a Xo Dang ethnic, former Head of the District Party Committee's Mass Mobilization Committee, could not hide his joy. "In the past, poverty and hardship always haunted his villagers because of backward farming methods and very low productivity, so hardships kept piling up on hardships.
Now things are much different, no one mentions difficult things anymore, people help each other to do business and develop the economy. From such a poor countryside, our commune has reached the new rural finish line a long time ago, thanks to the attention of the Party, the State, and the people joining hands to contribute. Unity is strength,” he said confidently.
Expressing pride in the remarkable development of his hometown, 86-year-old village elder A Lao in Dak Rang village, Bo Y border commune confided: “Having lived in this land all my life, I have witnessed the changes of the district, most clearly reflected in the changes in the lives of the people, including my family. In recent years, the district has devoted a lot of effort to building the Party and the political system, constantly improving the lives and bringing prosperity to the people.”
This not only contributes to strengthening the people's trust in the Party and the government, but also creates consensus, strengthens the great solidarity bloc; creates new momentum, new motivation, new strength for Ngoc Hoi to move forward firmly.
Lying next to the majestic Western Truong Son range, for generations, from the wilderness and backwardness, the ethnic people here have struggled with countless hardships and challenges, but they have overcome, won and established their permanent position as the owners of this great land. Today, the people's lives have changed dramatically. "Thanks to the Party and State's care and investment, leading our people to do business, our villagers have changed their thinking about economic development, building a new life that is increasingly prosperous and happy," said Mr. Kring Ding, a Gie Trieng ethnic group in Ta Pooc village, Dak Nong commune.

Today, in the border countryside of Ngoc Hoi, from Plei Kan town to the communes of Dak Ang, Dak Duc, Dak Kan, Dak Nong, Dak Xu, Po Y, Sa Loong, from the long-settled villages to the resettlement areas, there is a vast green of rubber, coffee, fruit trees... everywhere, one can see the land is growing strong, full of promise. Those achievements are built by hands, minds, and passion, constantly reaching forward.
