
The working delegation led by Deputy Director of the Department of Agriculture and Environment Truong Tan Dat inspected the implementation of the National Target Program on Sustainable Poverty Reduction in Thanh Phuoc Commune.
● Reporter: Sir, could you please tell us what the specific goals of the National Target Program on Sustainable Development in 2025 are?
Mr. Truong Tan Dat: The National Target Program on Sustainable Development in 2025 is implemented throughout the province, with special priority given to resources for communes with high rates of poor and near-poor households and border communes.
The first target is poor households, near-poor households, and households that have just escaped poverty (within 36 months from the time the household is recognized by the competent authority to have escaped poverty); priority is given to supporting poor ethnic minority households, poor households with members who have contributed to the revolution; children, people with disabilities, and women in poor households, near-poor households, and households that have just escaped poverty. The second target is workers in poor households, near-poor households, households that have just escaped poverty, and low-income workers. The third target is related organizations and individuals.
Specific target: Reduce the number of poor households by 13.5% compared to the beginning of 2025 (according to the poverty line, excluding poor households without the ability to work); ensure that 100% of poor and near-poor households that meet the conditions enjoy preferential policies of the State on health, education , housing, preferential credit, vocational training support, job creation, labor export, clean water and sanitation, information to support production development, diversify livelihoods and replicate poverty reduction models. In addition, 100% of people in poor and near-poor households are supported to participate in health insurance; reduce the rate of malnutrition and stunting in children under 5 years old to below 17.1%.
● Reporter: Could you please tell us more about the total capital allocated to implement the National Target Program on Sustainable Development in 2025? What is the disbursement progress up to this point?
Mr. Truong Tan Dat: The total capital allocated to implement the National Target Program on Climate Change is more than 85.8 billion VND, of which the central capital is more than 82 billion VND, the rest is from local capital.
The disbursement progress of the program is slower than planned. The reason is that some of the support contents of the Program no longer have beneficiaries, or the originally planned beneficiaries have been removed from the list of beneficiaries, leading to resources having no place to "go into practice". Next is the delay in proposing the allocation of the remaining regular budget, causing the situation of "existing but not being able to use".
The process of restructuring the local government apparatus is also the reason why capital allocation, payment and disbursement procedures are delayed due to changes in investors, approval agencies and accounting systems. In addition, the situation of lack of human resources and concurrent positions at the grassroots level is common after the merger, causing disruptions in implementation.
In order to speed up the disbursement of capital from the Program, the Department organized inspection and supervision teams to promptly remove difficulties and obstacles of localities in the implementation process, with the determination to discuss, not to backtrack, to resolve difficulties as they arise. At the same time, the Department also issued a document requesting all levels, sectors and localities to report the disbursement results of the National Target Program GNBV periodically every week, no later than Thursday.
● Reporter: Can you tell us more about the changes in the component projects of the National Target Program on Sustainable Development in 2025 compared to the previous period?
Mr. Truong Tan Dat: The component projects under the National Target Program on Sustainable Development in 2025 are no different from the previous period.
Specifically, the province still implemented 5/7 projects, of which project No. 1 was not implemented, which is to support investment in socio -economic development of poor communes, especially disadvantaged communes in coastal and island areas because the province has no beneficiaries; project No. 5 on Housing support for poor and near-poor households in poor communes.

Accordingly, the province continues to implement component projects such as: diversifying livelihoods, developing poverty reduction models; supporting production development, improving nutrition; developing vocational education and sustainable employment; communicating information on poverty reduction; improving capacity and monitoring and evaluating programs.
● Reporter: To effectively implement the Program, what solutions has the Department of Agriculture and Environment proposed? Please share more.
Mr. Truong Tan Dat: First of all, the Department has advised on the consolidation of the Steering Committee for the implementation of the National Target Program of Tay Ninh province for the period 2021-2025, and at the same time issued the Regulations on the operation of the Steering Committee. Strengthening coordination between departments, branches, People's Committees of communes, wards and socio-political organizations in deploying and joining hands to implement the program; strengthening inspection, supervision, evaluation and reporting of program implementation results, creating conditions for socio-political organizations, relevant organizations and people to participate in supervision.
Principles for program implementation: Focused, key and sustainable investment; priority given to supporting poor ethnic minority households, households with members who have contributed to the revolution, and children and women in poor households; ensuring publicity, democracy, promoting ownership and active and proactive participation of the community and people; prioritizing projects and sub-projects using local labor to create more livelihoods for people; decentralizing and decentralizing to localities in developing and organizing program implementation in accordance with conditions, characteristics, potentials, strengths, cultural identity, customs and good practices of the nation associated with strengthening national defense and security.
In addition to the state budget playing a leading and motivating role, localities need to mobilize and effectively use social resources to participate in sustainable poverty reduction; arrange counterpart funds from localities reasonably, in accordance with the actual situation and increase mobilized sources. Continue to promote propaganda and education work, raise awareness and responsibility of all levels, sectors and the whole society, especially the people, to create a strong change in the tradition of solidarity and the spirit of "mutual love and affection" of the nation towards the poor. From November 12 to 20, 2025, the Department of Rural Development organized 20 training courses to improve the capacity to implement the National Target Program on Sustainable Poverty Reduction in the province. The training subjects were the Steering Committee for the implementation of the National Target Programs and the Steering Committee for reviewing poor and near-poor households, officials and civil servants directly responsible for poverty reduction work in 96 communes and wards, including 15 people/commune and ward. |
