Cho Moi residents agree to hand over land to handle traffic "black spots"

Mr. Nguyen Do Lich, Deputy Head of Technical and Inspection Department, Road Traffic Works Management and Maintenance Board (Department of Transport), Chief Consultant of the project said: “The project was assigned by the Vietnam Road Administration to the Bac Kan Department of Transport as the investor, from the state budget of the road maintenance plan for 2023 - 2024, and construction will be completed in 2024. Although construction started in March 2024, it has taken nearly 8 months to resolve all the problems with the site. The project has a total of 102 affected households, of which 51 households are subject to land recovery and compensation for assets and crops. Of these 51 households, 13 households have assets and trees established on land managed by the People's Committees of communes and 38 households have assets and trees established on traffic corridor land”.

In addition to timber trees, many perennial fruit trees were also cut down by local people to hand over the site to the construction unit.

This problem has been discussed many times by the investor and the People's Committee of Cho Moi district with relevant departments and branches to review and discuss solutions. On October 21, 2024, the Provincial People's Committee issued Document No. 7652/UBND-GTCNXD with instructions to resolve this problem in the following direction: Agreeing on the policy of implementing other support measures for 13 households with assets (trees, crops, architectural objects) on the land managed by the People's Committee of the commune. Compensation support for households with assets (trees, crops, architectural objects) affected is equal to 50% of the value of the assets calculated according to the unit price issued in Decision No. 11/QD-UBND dated January 5, 2023 of the Provincial People's Committee and the unit price issued in Decision No. 419/QD-UBND dated March 16, 2023 of the Provincial People's Committee.

The Provincial People's Committee directs the Cho Moi District People's Committee to be responsible for the beneficiaries, the support level, the measurement data, and the inventory of assets on the supported land to ensure fairness, objectivity, and suitability with reality and in accordance with regulations. Organize the development of a plan to support site clearance, appraisal, and approval according to regulations. Propagate and mobilize households to exploit, collect, dismantle, move, or destroy assets in cases not considered for other support to return the construction site, ensuring the progress of the project.

With the site available, the construction unit immediately began digging and widening the roadbed.

After receiving the directive document from the Provincial People's Committee, the investor coordinated with the District People's Committee and the People's Committees of the communes within the scope of land acquisition and clearance to actively propagate and mobilize people to comply with the above regulations.

Mr. Dong Phuc Toan, Chairman of Cao Ky Commune People's Committee, said: "We and the working group went down to propagate and mobilize each household to sign a commitment to hand over the site, dismantle assets, exploit and move crops to hand over the site to the construction unit. The most difficult thing was for households that were not compensated for planting trees on the land of the traffic corridor. Initially, these households did not agree, but gradually realized that this compensation was not included in the State's regulations. At the same time, because of the common goal of soon completing and putting into use the new, spacious, airy, beautiful and safe road instead of having to travel on a narrow road with many dangerous curves like before... so all households agreed and signed the minutes agreeing to hand over the site."

Tong Sau village is located along National Highway 3, an area with the most traffic "black spots" and the most accidents in Bac Kan province, especially at a time when this road section had no speed limit signs as it does now.

Mr. Vu Ngoc Tung, Party Cell Secretary and Head of Tong Sau Village, said: “On National Highway 3 through Tong Sau Village, there are 6 households within the area of ​​land clearance to widen the roadbed to handle narrow curves. Initially, people did not agree because they thought that trees and assets had been established on the land along the road for quite a long time, and now that the State had reclaimed it, they must be compensated. However, after several times of propaganda and explanation, people became aware of their obligations and responsibilities. My family also had trees on land within the area of ​​land clearance, so we took the lead, signed the minutes of agreement, then called on people to focus on cutting down trees, dismantling the construction and handing over the land within a few days.”

The expanded roadbed will help reduce traffic accidents in the "black spot" area of ​​Tong Sau village, Cao Ky commune, Cho Moi district.

According to the reporter's records, trees along Highway 3 on the Cau River bank have been cut down, power lines and telecommunication cables have been moved, and fences have been demolished to hand over the site to the construction unit. With a "clean" site, the contractor is immediately implementing the remaining items, aiming to complete the project in December 2024 as planned./.
