Hung Yen province has handed over about 97% of the land area to the investor of the Ring Road 4 project - Hanoi Capital Region. The remaining area is mainly residential land, and localities are currently completing compensation and resettlement plans to soon complete the site clearance work for the entire route.
Overview of the Ring Road 4 project in the Capital region
Ring Road 4 - Hanoi Capital Region is a national key traffic project with a total length of 112.8 km, including more than 103 km of main highway and 9.7 km of connecting route in the direction of Noi Bai - Ha Long highway. The project passes through three provinces and cities: Hanoi (58.2 km), Hung Yen (19.3 km) and Bac Ninh (25.6 km).
The project officially started construction simultaneously on June 25, 2023 in all three localities. The next phase, component project 3 - the expressway category under the form of public-private partnership (PPP) - was also started on September 6, 2025. The goal of the project is to complete the traffic infrastructure system in the capital region, reduce the load on inner-city roads, promote socio -economic development and inter-regional connectivity.

Site clearance progress in Hung Yen
According to the report of the Department of Construction of Hung Yen province, the work of land clearance and handover to investors reached about 97% of the entire route area in the area. This is an impressive rate, reflecting the close coordination efforts between local authorities and related units.
The remaining area (about 3%) is mainly residential land. Localities have completed the work of counting and determining the origin of the land and basically developed the compensation and support plan for residential land. Currently, localities are publicizing and completing the compensation and support plan for residential land and the resettlement plan. Some localities have approved the plan and issued the decision to reclaim residential land.
Challenges and solutions
The leaders of Hanoi city requested the three localities of Hanoi, Hung Yen and Bac Ninh to coordinate promptly to resolve difficulties and obstacles. The two main issues that need to be focused on are:
- Construction site: Complete compensation, support and resettlement for the remaining area, especially residential land, as soon as possible.
- Material supply: Ensure adequate supply of materials for project construction to avoid affecting overall progress.
Impact on regional development
The completion of Ring Road 4 will create an important boost for the economic development of the capital region. The route will not only reduce the traffic pressure in Hanoi but also expand the space for urban development, promoting regional connectivity between Hanoi and neighboring provinces such as Hung Yen and Bac Ninh.
For Hung Yen province, owning 19.3 km of Ring Road 4 will create favorable conditions for the development of industrial parks, industrial clusters and satellite cities, contributing to the economic restructuring towards industrialization and modernization.
