On June 24, the National Steering Committee for Natural Disaster Prevention and Control issued Official Dispatch No. 06 ordering the Director of Hoa Binh Hydropower Company to open a spillway at the bottom of Hoa Binh Lake.

According to this telegram, Hoa Binh Lake will open its bottom spillway from 10pm yesterday (June 24). According to Tien Phong newspaper at 11am on June 25, water was pouring from the bottom spillway of Hoa Binh Lake to the downstream of Da River.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting from the evening of June 24 to the morning of June 26, the North will have moderate rain, heavy rain, and some places will have very heavy rain with common rainfall from 50-120mm, some places over 200mm.
