Delegate Nguyen Ngoc Son, Standing Member of the National Assembly 's Committee on Science, Technology and Environment, suggested that the Government analyze more specifically the impacts of the draft laws recently passed by the National Assembly that have a major impact on growth pillars.
In particular, carefully evaluate the preparation of sub-law documents to implement the Land Law and a number of laws related to the real estate market to ensure consistency, compliance with market rules, and remove obstacles that cause congestion and imbalance in the real estate market as it is today.
Delegate Nguyen Ngoc Son affirmed that price policies, price and market management, tax and credit policies, and interest rates need to focus on stimulating consumption to contribute to restoring economic growth.
Administrative procedures are cut but still cumbersome
Speaking at the meeting hall, delegate Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Hai Duong province, gave comments on the quality of the online public service portal.
According to the delegate, although administrative procedures have been cut, some areas are still cumbersome and complicated, causing difficulties for people and businesses. The quality of online public services currently still has many shortcomings and limitations.
Technically, the public service portals at both the provincial and national levels are often error-prone, and there are many shortcomings in submitting, updating, supplementing, and tracking the status of online applications. In terms of human resources, officials often do not explain or guide people when applications are incorrect and the reasons for returning applications are not satisfactory. The process and procedures for receiving applications are still slow, and people submit applications online but are asked to supplement their applications in person.
Delegate Nguyen Thi Viet Nga said that many features for performing online public services have not been guaranteed, the process of performing administrative procedures in the electronic environment has not been optimized. The public service portal is still difficult to access for the visually impaired, ethnic minorities and people in rural areas.
Proposing a solution to overcome this situation, delegate Nguyen Thi Viet Nga suggested improving and increasing the friendliness and ease of use of the online public service portal. At the same time, in the tasks and solutions for practicing thrift and combating waste in 2024, it is necessary to add the task of reviewing to improve and upgrade online public service portals in the direction of friendliness and ease of use for people, with a synchronous and seamless connection infrastructure with the National Public Service Portal.
