The alarm rang, the barrier was down, but the car still rushed through.
On April 9, Vietnam Railways Corporation (VNR) said that recently, the number of people violating the Railway Law has been increasing, especially violations at level crossings with automatic barriers, causing great damage to property and seriously threatening railway traffic safety.

Specifically, on the evening of April 8, within 60 minutes, there were 2 cases of cars deliberately crossing the railway line on the Hanoi - Hai Phong railway line. On the morning of April 9, at 4:40 a.m., at the railway line Km 1684+780, Ho Nai 3 commune, Trang Bom district, Dong Nai province. When train SE3 was about to pass, the automatic warning signal at the railway line was on, the barrier was lowering, then the car with license plate 50H-540.89 deliberately crossed and damaged the barrier.
Previously, on April 5, VNR coordinated with the Traffic Police and Binh Dinh Provincial Police to verify and handle administrative violations against the driver of the truck with license plate 77H-8017 who did not comply with the level crossing warning signal and intentionally crossed the railway when the train was approaching; as a result, a 3.3m long barrier was broken. For the above behavior, the driver was fined 11 million VND and had his driving license revoked for 2 months according to the law.
At the same time, Railway Traffic Police Team No. 1 (Department 6, Traffic Police Department of the Ministry of Public Security) said that the authorities had just issued a ticket to a truck driver for crossing the level crossing barrier when the barrier was moving and driving a road motor vehicle, damaging the barrier at the level crossing. Accordingly, on the same morning, at the intersection between the residential level crossing and the railway at Km696+160, the North-South railway line, through Thuy Phuong ward, Huong Thuy town, Hue city, truck 75C-030.93 crossed the level crossing when the light was red, the bell was ringing and damaged the barrier system.
Railway Traffic Police Team No. 1 coordinated with Phu Loc Traffic Police Station to verify and clarify that the truck driver was Mr. Huynh Van Q (59 years old, residing in Kim Long Ward, Phu Xuan District). The authorities drew up a record against Mr. Q for the above two acts; at the same time, they applied remedial measures and compensated him 10,800,000 VND for damages.
Low fines make people complacent about railway traffic safety
According to VNR statistics, in the first quarter alone, there were 116 cases of drivers deliberately crossing railway crossings nationwide. Faced with the risks of railway traffic safety, VNR has increased monitoring and promptly handled and resolved incidents when they occurred. At the same time, the unit has coordinated with the traffic police to strictly handle violations according to regulations.
However, in the process of coordinating the handling of violating cars, there are still many difficulties such as the driver causing damage to the automatic barrier system and 100% of the accessories fleeing the scene; the car violating in this province but the place of violation is in another province. VNR warns that not obeying the warning signal of the railway crossing, intentionally crossing the railway when the train is approaching is not only a violation of the law but can also cause damage to life, property and potentially cause a high risk of railway traffic accidents, threatening train safety if not prevented in time.
According to regulations, the minimum safe braking distance of a train must be 800m, and even a split second delay due to intentional driving or standing within the railway line while a train is running can lead to an accident. A traffic expert said that illegally entering the railway line without ensuring safety can lead to serious accidents.
To prevent risks, we should focus on three main solutions: Strengthening education, raising people's awareness; improving railway traffic safety infrastructure and building strict and appropriate sanctions. According to this expert, low fines will make people feel that violating railway traffic regulations is an uncontrolled behavior with no serious consequences, thereby reducing the motivation to comply with the law and easily accepting risks. At the same time, it also makes people feel that violations are only personal matters and do not affect the community, reducing the sense of shared responsibility in maintaining traffic safety.
In fact, Decree 168/2024/ND-CP on increasing penalties for road traffic violations has created positive changes in people's awareness and actions, thereby reducing accidents and traffic violations. Therefore, for railways, the penalty for dangerous acts also needs to be adjusted appropriately and have a higher deterrent effect, combined with community education measures to raise awareness of compliance and understanding of risks when participating in railway traffic.
In addition to increasing the penalties, it is also necessary to apply additional penalties such as temporary detention of vehicles (if any) or requiring participation in railway traffic safety classes. Serious violations and repeated violations of railway traffic safety should consider increasing the penalty level, even publicizing it in the media to put pressure on habitual violators, thereby raising public awareness of the importance of complying with safety regulations.
