The State needs to pay attention to salary policy for cadres, civil servants and public employees.

After nearly 4 months since the two-level local government came into operation, the administrative apparatus has become “lighter” in terms of focal points, but “heavier” in terms of work. Voters hope that the Party and State will pay more attention to salary policies and the lives of cadres, civil servants and public employees.

The salary of 2.34 million VND/month is no longer suitable.

Speaking at the National Assembly, Mr. Tran Quoc Tuan ( Vinh Long ) said that officials and civil servants in many localities, especially at the grassroots level, have to work further, do more work, but their income is still… not better.

Citing reports summarizing voters' recommendations in many provinces and cities, Mr. Tuan said that the salary issue is "the voice of grassroots civil servants and public employees". Mr. Tran Quoc Tuan reiterated reports from the Government and the National Assembly Committees that the average consumer price index (CPI) in the first 9 months of 2025 increased by about 3.27% over the same period last year; prices of many essential goods such as food, foodstuffs, housing, electricity, water, tuition, gasoline and rental costs all increased.

However, according to Mr. Tuan, the basic salary of 2.34 million VND/month applied from July 1, 2024 to now, compared to the current cost of living, is clearly no longer suitable. Because on average, the minimum living expenses alone (food, transportation, electricity and water bills, children's tuition) in urban areas exceed 4.5 - 5 million VND/person/month.

“With a basic salary of 2.34 million VND/month, even if multiplied by a higher coefficient, the actual income of many young civil servants is only enough from the beginning of the month to the 20th day, and for the last 10 days of the month, they have to “run on faith and instant noodles,” said Mr. Tuan.

From there, Mr. Tuan earnestly recommended that the National Assembly and the Government consider adjusting the basic salary increase from January 1, 2026 - not waiting until mid-year like previous periods. "This is not just a story about salary, but a message from the people, the common heartbeat of the apparatus that needs to be invigorated. Only when officials have enough to live can they feel secure in serving; only when civil servants are not burdened with food, clothing, and money can they feel free to contribute," emphasized the delegate of Vinh Long delegation.

Commune-level civil servants work under a lot of pressure.

Delegate Mai Van Hai (Thanh Hoa) also acknowledged that in addition to the achievements, the arrangement and organization of the 2-level local government model also has some limitations that need to be overcome. According to Mr. Hai, commune-level civil servants work under great pressure and with a large workload, but the policies and regimes have not changed, are still very low, and do not encourage and motivate cadres to feel secure in their work and devote their efforts.

Mr. Hai suggested that the Government and the Prime Minister continue to direct the completion of the job position project, and at the same time have a salary policy according to job position. Along with that, there should be a mechanism to screen cadres according to job requirements and responsibilities.

"In the immediate future, there needs to be a salary policy for commune-level officials and civil servants," said Mr. Mai Van Hai.

Sharing the same concern, Mr. Duong Van Phuoc (Da Nang) also proposed to study and issue appropriate policy mechanisms for the commune level; build a clear decentralization, delegation, and authorization mechanism, ensuring proactiveness and flexibility for local authorities.

According to Mr. Phuoc, the Ministry of Home Affairs needs to conduct a field survey soon, establish job positions, and a minimum staffing framework to serve as a basis for staffing at the commune level. “The Ministry needs to advise the Government to issue appropriate salary mechanisms to encourage commune-level officials and civil servants to feel secure in their work, and attract officials to work in areas with difficult economic conditions. In addition, attention should be paid to training and fostering professional skills for officials according to job positions in localities,” Mr. Phuoc suggested.
