Phan Dinh Phung Stadium: Expected to start construction in 2027, completed in the first quarter of 2029

Ho Chi Minh City departments are consulting on adjusting the 1/2000 scale planning and preparing procedures to invest in Phan Dinh Phung Stadium, expected to start construction in the third quarter of 2027 and complete in the first quarter of 2029.

On the afternoon of September 18, at the socio -economic press conference, the Ho Chi Minh City Department of Finance issued a document providing information on the progress of the Phan Dinh Phung Sports Center construction project.

According to the Department of Finance, the project is implemented with public investment capital. The Ho Chi Minh City People's Committee assigned departments and branches to prepare a pre-feasibility study report, propose investment policies and organize to collect opinions from relevant agencies and units.

However, because the project's architectural planning criteria are not consistent with the approved zoning plan, the Ho Chi Minh City People's Committee has directed departments, branches and units to coordinate and advise on local adjustments to the 1/2000 scale zoning plan at the project site.

Currently, the Department of Culture and Sports is coordinating with the Department of Construction and the People's Committee of Xuan Hoa Ward to review and unify the project scale and architectural planning indicators to propose a plan to locally adjust the zoning plan according to regulations.

Once the planning has been adjusted, the Department of Culture and Sports will complete the project investment proposal report and send it to the Department of Finance for appraisal and report to the competent authority to decide on the investment policy.

According to the Department of Finance, after working with the units, it is expected that from now until April 2026, the planning adjustment will be established and approved. By May 2026, the project investment policy will be appraised and decided. The project will start in the third quarter of 2027 and be completed in the first quarter of 2029.

Construction was expected to start before April 30, 2025.

The Phan Dinh Phung Sports Center construction project was approved by the Prime Minister for Ho Chi Minh City to implement under the BT contract form since 2010.

It was not until 2018 that the Ho Chi Minh City People's Committee officially approved the joint venture of Compensation and Clearance Joint Stock Corporation - Phat Dat Real Estate Development Joint Stock Company as the investor to implement the project. However, many years later, the project still cannot be implemented.

At the end of 2024, the Ho Chi Minh City People's Committee issued a decision to cancel the feasibility study report approved in 2016, stopping the project implementation under the BT contract. The Chairman of the Ho Chi Minh City People's Committee at that time directed the conversion of the investment method to public investment.

The Department of Culture and Sports is the agency preparing to invest in the Phan Dinh Phung Stadium project under the public investment method.

The Chairman of the Ho Chi Minh City People's Committee has requested to urgently organize the preparation of a dossier proposing the project's investment policy in accordance with the prescribed order and procedures and complete it before July 2024 to submit to the City People's Council for approval of the project's investment policy.

Ho Chi Minh City strives to complete investment procedures and start construction of the project before April 30, 2025 to be one of the city's typical projects to celebrate the 50th anniversary of national reunification, but to date the project has not yet started.
