Mr. Tran Nguyen Lap - Head of the City Department of Education and Training said that in the 2023 - 2024 school year, the city will still implement the enrollment route for grade 1 according to the commune and ward areas. For communes and wards with 2 or more primary schools, the principals of the schools and the commune and ward enrollment steering committees will prescribe the enrollment route according to the village and residential group areas. If any school has a higher number of children in the area applying for admission than the number surveyed and the assigned quota, the school's enrollment council will base on the order of priority for enrollment. The number of students (HS) exceeding the quota will be listed by the commune and ward enrollment steering committee; The primary school principal confirms to send to the city's enrollment steering committee (through the Department of Education and Training) to transfer to a neighboring school to ensure the mobilization of all children of school age to enter grade 1. For out-of-area applications, the enrollment council will hold a meeting to consider, then the school will collect and send them to the city's enrollment steering committee through the Department of Education and Training for consideration and decision (no more than 3 applications per class). The members reviewing out-of-area applications include the Standing Committee of the City's Enrollment Steering Committee and the school principal.

The new point compared to previous school years is that the school's enrollment plan for the 2023-2024 school year must be approved by the school board according to the provisions of Clause 1, Article 8 of Decree No. 24 dated March 23, 2021 of the Government regulating management in public preschools and general education institutions. The city's Department of Education and Training will monitor and supervise the process of assigning areas and routes for admission in communes and wards and the admission work of schools.
According to the plan, before July 17, the People's Committees of communes and wards will publicly announce to residential groups, People's Committees of communes and wards and schools the list of children who have been classified by the steering committee according to the admission route. From July 19 to 23, the People's Committees of communes and wards will publicly announce the official list according to the admission route (after resolving any questions), and at the same time hand over the list to the admission councils of the schools to consider receiving the applications. From August 7 to 12, schools will publicly announce the list of students admitted to grade 1 for the 2023-2024 school year. The Department of Education and Training requires that during the admission period, principals absolutely must not collect or mobilize parents to contribute any amount of money to the school other than the prescribed amount.
The age for children to enter grade 1 is 6 years old (born in 2017). Children with disabilities, children with physical or mental disabilities, children of ethnic minorities, orphans without support, children returning from abroad, children of foreigners studying or working in Vietnam can enter grade 1 at an age higher than the prescribed age but not more than 3 years old. In case children enter grade 1 3 years older than the prescribed age, the Head of the Department of Education and Training will decide.
The total enrollment target for grade 1 in the 2023-2024 school year in Nha Trang City is 7,505 students.
