
On the morning of May 5, the Nam Dinh Department of Health announced the above information, adding that the Department had worked with the person who filmed the video reflecting on the medical staff's case of "paying full amount before providing emergency care".
The Department of Health's report noted that the child was admitted to the hospital at 4:03 p.m. on May 3 in a conscious state, crying a lot, with abrasions in the left lower abdomen and right elbow. The child was examined at the clinic, had a CT scan of the abdomen and chest, and the doctor diagnosed a closed chest and abdominal trauma due to a traffic accident. The team continued to provide emergency treatment, resuscitation, intravenous fluids, and pain relief for the child. At 5:45 p.m. the same day, the child was transferred to the National Children's Hospital. Currently, the child's health is stable, out of danger.
Regarding the administrative procedures for examination and emergency care, the hospital leader said that "patients come and are examined and clinically tested immediately even though they have not registered for examination or paid." After that, medical staff instructed relatives to pay an advance payment of VND 500,000. Hospital staff performed administrative procedures on the hospital management software system so that patients do not have to pay an additional advance payment.
Medical staff communicate with each other to carry out administrative procedures for patients. The communication process between medical staff is as follows:
- Medical staff 1: Inpatient admission due to non-payment or what?
- Medical staff 2: Already paid 500.
- Medical staff 1:500 is not possible.
During that exchange, the person who brought the patient (the person filming ) stood near the group of medical staff.
The leaders of Nam Dinh General Hospital took responsibility for the incident and suspended a number of related medical staff for verification and clarification.
Previously, the person who took the baby to the emergency room at Nam Dinh General Hospital complained that "the emergency room was not provided because the money had not been paid in full". After checking, the hospital's leadership said this was a misunderstanding. The Department of Health directed the hospital to coordinate with the Internal Political Security Department - Provincial Police to verify the information about the incident. Mr. Tran Trung Kien, Director of the Department of Health, said that "if there is any violation, it must be strictly handled".
The Department of Medical Examination and Treatment Management, Ministry of Health, requested to review the entire process of receiving and treating patients, and report before May 6.
In March, Minister of Health Dao Hong Lan responded to the opinions of Quang Nam voters about people having to pay in advance when examining and treating patients, in some cases having to pay double the hospital fee. The Minister affirmed that according to Directive 06 (2016), hospitals are not allowed to collect in advance from health insurance patients for outpatient or emergency care. For inpatients, they are only allowed to collect in advance the high cost portion that is beyond the scope of health insurance payment.
